Chemist (Principal Senior Material Program Manager- Interdisciplinary)
Summary This position is located at Bureau of Engraving and Printing, within the Materials Technical Contract Division. As a Chemist (Principal Senior Material Program Manager- Interdisciplinary), you will provide strategic oversight and direction for the material and contract life cycles for U.S. Currency papers and inks, working in close coordination with internal and external stakeholders to ensure alignment with the goals and objectives of the U.S. Currency Program. Responsibilities As a Chemist (Principal Senior Material Program Manager- Interdisciplinary), you will: Manage the material and contract life cycles, including the identification and qualification of potential sources, development and establishment of multi-year production contracts, and technical direction and oversight of supplier and material performance. Be responsible for the material specifications, evaluation and performance criteria, and inspection methods to ensure current, completeness, and efficacy of the material, and alignment with the goals and objectives of the U.S. Currency Program (USCP). Serve as project manager and provide overall technical leadership, utilizing interdisciplinary, inter-agency, matrix management-type teams, for the development and evaluation of material acquisitions and engineering change control projects, including establishing project plans, timelines, communications, and risk management plans. Conduct complex price and cost analysis, and provide technical representation on behalf of the Bureau during price negotiations and resolution of contract disputes and contract claims. Serve as the primary Contracting Officer's Representative (COR) for the mission critical, highly visible, multiyear currency paper and ink contracts, responsible for the technical contract administration and supplier surveillance, in coordination with the Contracting Officer and General Counsel. Seek to avoid misunderstanding, disagreement, and unnecessary costs, and to maintain control of the contract in accordance with the Federal Acquisition Regulations (FAR) and the Department of Treasury Acquisitions policy. The position acts as the business advisor to Bureau and Departmental executives on all technical matters related to the currency paper and currency inks contracts. Defines and directs the overall goals and objectives for the contracted effort, develops technical strategy and determines resource requirements, to execute effective supplier relationship and supplier engineering programs. Provides leadership direction and consultation to other Material Program Managers to implement best-in-class federal contracting surveillance practices, new Departmental and Bureau acquisition policy, and other innovative solutions to enhance contract performance and reduce program costs. Establish and execute a supplier surveillance program to manage and validate that the supplier's manufacturing process controls and quality systems are timely, effective, and meet USCP material performance, quality, and security requirements. Lead multi-discipline matrix-management type supplier surveillance teams to conduct surveillance of supplier manufacturing operations to monitor performance and adherence to contract quality, security, compliance, and technical requirements. Provides technical supplier management leadership to a team of material program managers to achieve organizational objectives and priorities. As the Principal Senior Material Program Manager and COR for the most highly specialized, technically complex, mission critical material(s) and services contracts of significant acquisition investment used in the manufacture of U.S Currency, is responsible for reviewing work of team members and subordinate CORs for accuracy, consistency, and compliance with contractual requirements to promote strong working relationships with critical suppliers. Specialized experience for the GS-14 is one year (52 weeks) of experience at the GS-13 level or equivalent, in the public sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience with: Contracting Officer Representative (COR) duties for high value, multi-year contracts; AND Managing interdisciplinary projects; AND Conducting supplier surveillance for materials contracts; AND Presenting technical findings to stakeholders. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Education Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions. Individual Occupational Requirements for the Physical Scientist: Basic Requirements: A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Individual Occupational Requirements for the Chemist: Basic Requirements: A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
