Chief, Strategic Intelligence and Information
Summary The U.S. Secret Service (USSS) is seeking a dynamic and innovative protective intelligence expert to oversee the Office of Strategic Intelligence and Information. Responsibilities As Chief of the Office of Strategic Intelligence and Information (SII), you will serve as the principal staff advisor and administrator responsible for planning, directing, evaluating, and implementing the various strategic/operational protective intelligence programs and activities of SII and its components, to include oversight of the National Threat Assessment Center which focuses on targeted violence, protective intelligence, and threat assessment. Specifically, you will: Plan, direct, and coordinate the collection, evaluation, storage, and dissemination of intelligence affecting the security of those authorized for protection by the USSS. You will oversee behavioral research initiatives for the purpose of determining pre-­attack behavior patterns in persons presenting unusual interest towards USSS protectees. Monitor the compilation and analysis of intelligence information; behavioral science research; artificial intelligence research and development; counterterrorism research and analysis; and other related intelligence gathering programs designed to safeguard persons protected by the USSS. Monitor the progress, collection, analysis, evaluation, interpretation, and dissemination of information on political, economic, physical, geographic, trends, and forces in foreign and domestic areas that directly or indirectly affect the national security. Ensure intelligence research programs are administered effectively and in accordance with broadly stated objectives and priorities while overseeing the development of long-range planning, operations, policies, and procedures for SII. Consolidate and defend formal SII budget program requests, provide justifications for major program changes, participate in policy development or revision activities, correct policy and regulatory interpretations on the part of subordinate managers. Establish and maintain continuing liaison with high-level management officials from other agency members of the U.S. Intelligence Community engaged in information gathering and analysis (e.g., U.S. Department of Homeland Security, Central Intelligence Agency, National Security Agency, Federal Bureau of Investigation, U.S. Department of State, etc.); White House staff; Congressional staff; representatives from the U.S. Department of Defense, officials of foreign governments, law enforcement organizations and private industry. Requirements Conditions of Employment U.S. citizenship is required. Obtaining and maintaining a Top-Secret clearance is required. Subject to a polygraph examination prior to appointment. Successfully complete a one-year probationary period in the SES, unless you are exempt based on previous successful completion of such probation. Background Investigation: You must undergo and successfully complete a background investigation in order to obtain a Top-Secret Clearance as a condition of placement in this position. Mobility Requirement: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, applicants are expected to be mobile and once appointed, SES members will be required to sign a mobility agreement and may be reassigned at the direction of the appointing authority. Qualifications (1) As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and Supervising the work of employees; and exercising important policy-making, policy-determining, or other executive functions. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MTQ2: Executive level experience directing and coordinating the collection, evaluation, storage, and/or dissemination of intelligence affecting security operations. MTQ3: Extensive knowledge and executive leadership experience managing business operations and an intelligence portfolio across a complex, large organization. Inherent to this qualification is the demonstrated ability to assess, prioritize, and develop strategies and plans to address objectives, and manage multiple facets of organizational change.
