Chief Analyst - National Security Analysis Department

The National Security Analysis Department at Johns Hopkins University Applied Physics Lab (APL) is seeking a Chief Analyst — a visionary strategist to lead cutting-edge research, refine groundbreaking analytic methodologies, and address the most pressing threats to national security. Mentor and inspire a dynamic team of analysts, developing state-of-the-art tools and techniques. Collaborate across APL and the Department of Defense to tackle complex challenges with actionable solutions. Specifically, the NSAD Chief Analyst will: Lead key analytic initiatives across the Department, developing new approaches to national security analysis, and enhancing the skill sets of other analysts to enable them to execute these approaches; Current areas of emphasis include advanced analytics and application of artificial intelligence to defense analysis. Advise on and, where necessary, lead particularly challenging analytic tasks for DoD sponsors. In collaboration with the Managing Executive, help to train the next generation of analysts in analytic techniques, study design, and study execution. Interface with Chief Scientists and Engineers across APL to identify opportunities to collaborate and bring targeted analytic skills to key science and engineering challenges. In collaboration with the Mission Area Executive, develop strong relationships with analytic organizations across the Department of Defense and other national security organizations, maintaining awareness of changing trends and ensuring these organizations are aware of the capabilities of the National Security Analysis Department and the Lab writ large. Help shape the National Security Analysis Department’s sizeable internal research budget to ensure that it is addressing critical challenges and developing strategic analytic capabilities. Serve as a primary quality reviewer of National Security Analysis Department analytic products to ensure that they are analytically sound and provide well-articulated recommendations and insights. Qualifications You meet our minimum qualifications for the job if you have... An advanced degree (Master’s or PhD) with at least ten years of relevant national security analysis experience. Significant expertise and experience in a wide range of national security analytic problems and techniques that span both quantitative and qualitative approaches. Familiarity with a wide range of analytic challenges across the national security community and a demonstrated ability to identify and address emerging challenges. Experience leading small and large analytic projects, particularly those that bring new analytic techniques to complex national security challenges. Demonstrated ability to work productively with analysts with a wide range of skill sets, experience levels, and backgrounds. A strong track record of analytic excellence that leads to actionable recommendations for senior national security leadership. Strong written and oral communication skills, particularly in presenting complex national security analysis to a wide range of audiences, including senior leadership. In depth expertise in performing analysis at all levels of classification. An active Secret security clearance and can ultimately obtain a TS/SCI level clearance. The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
