Job Description The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds. Within DOI's Vendor Integrity Unit, the BT-2 unit is conducting a proactive monitorship over a New York City Department of Environmental Protection (DEP) Capital Construction project. The Roundout - West Branch Bypass Tunnel Construction & Wawarsing Repairs Project (BT-2) consists of connecting two water shafts, 700 to 900 feet in depth, to a bypass tunnel and extending the bypass tunnel approximately 2.5 miles in length to ensure the continuous delivery of clean drinking water for New Yorkers. DOI's BT-2 unit is conducting a proactive monitorship over a New York City Department of Environmental Protection Capital Construction project. The project, (Roundout - West Branch Bypass Tunnel Construction & Wawarsing Repairs Project (BT-2), consists of connecting two water shafts, 700 to 900 feet in depth, to a by-pass tunnel and building the by-pass tunnel approximately 2.5 miles in length to ensure the continuous delivery of clean drinking water for New Yorkers. The selected candidate will be responsible for providing auditing services to the monitorship team to ensure compliance with contractual obligations. The candidate will be expected to participate in regular reviews of project documents. He/she will attend regular meetings, review payment submittals and other records, as well as work with the monitorship team to identify risk areas for DEP and participate in the articulation of recommendations to DEP for improved contract compliance. The Chief Auditor will report to the Director of Upstate Monitorships, and will supervise an Investigative Auditor. If selected, the candidate will be fingerprinted and undergo a background investigation. In addition, for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, and as otherwise permitted by NYC Administrative Code 8-107(24)(b)(2)(A). Preferred Skills 1. A master's degree from an accredited college in the following: economics, finance, accounting, business or statistics, or a closely related field. 2. Accounting degree, CFE/CPA certification preferred. 3. Three years of satisfactory full-time professional experience in one of a combination of the following: working with the budget of large public or private concern in budget administration, accounting, economic or financial administration or fiscal or economic research in management or methods analysis, operations research, organizational research or program evaluation, in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management or in a related area. 4. Experience supervising other auditors is preferred. 5. Knowledge of the construction industry a plus. 6. Knowledge of, and demonstrated interest in, law enforcement and criminal justice. 7. Relationship-builder with strong interpersonal skills who effectively conveys information verbally and in writing. 8. Highly analytical thinker with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes. 9. Excel proficiency is preferred. 10. Knowledge of/ability to utilize data analytics platforms and/or auditing software. 11. Familiarity with New York City a plus. 12. Candidate must possess a valid New York State Drivers License. Qualifications 1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made; or 2.A baccalaureate degree from an accredited college or university; or 3. Education and/or experience equivalent to "1" or "2" above.
