The California State Teachers’ Retirement System is seeking to fill its Chief Benefits Officer position.
Under the general direction of the Chief Operating Officer (COO) of the California State Teachers’ Retirement System (CalSTRS), the Chief Benefits Officer provides high level oversight and overall management of the retirement, disability and survivor benefits, employer services, retirement readiness, contact center and defined contribution programs for the System. The Chief Benefits Officer will support the implementation of Pension Solution, the replacement of CalSTRS core pension administration system, and will be responsible to support the adoption of the new technology including change management and training activities for employers and more than 450 staff, and system stabilization. The Chief Benefits Officer acts as policy advisor to the Chief Executive Officer, COO, and Teachers’ Retirement Board (TRB) and is a member of the Executive Leadership with responsibility for setting the vision, strategic direction, and policy development and management of CalSTRS Benefits and Services Branch.
This position is eligible for an annual incentive recognition opportunity of up to 15 percent of annual base salary. Relocation benefits may be available.
**Telework Information:** CalSTRS offers a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2 days per week.

**Special Requirements**
**Background Investigation**
Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education, credit and check driving records.
The position may be subject to the disclosure and disqualification requirements concerning economic conflict of interest in government work, pursuant to the CalSTRS Conflict of Interest Code and the Political Reform Act.

**Examination Information**
The examination process will consist of an evaluation of the candidate’s application, resume and Statement of Qualifications (SOQ) by a designated screening committee. The screening committee will use predetermined evaluation criteria derived from the knowledge, skills and abilities, and desirable qualifications listed on this announcement. 1. Experience as an executive or senior leader providing policy and program direction related to pension, retirement or other financial related programs. Desired experience should demonstrate the ability to oversee a large program budget comprised of varied program areas, accomplish strategic and business objectives, identify program implementation issues and develop effective courses of action for resolution.
2. Experience at the executive or senior leadership level implementing a major branch or enterprise-wide technology initiative with significant business operation impacts requiring change management strategies to engage employees in the process and inspire enthusiasm and adoption. Include the outcomes of the initiative and how success was measured.
3. Experience as an executive or senior leader presenting complex topics to a Board or similar governing body and advocating on behalf of an organization. Experience should demonstrate the ability to effectively lead and partner with diverse groups (member and employers, executive management, contracted consultants, staff at various levels and external stakeholders) to form collaborative partnerships and develop innovative solutions.
4. Experience as an executive or senior leader managing diverse staff. Involving experience in leveraging best practices for employee development, engagement and implementing strategies to support staff making in making connections with the mission of an organization.
