The Department of Internal Medicine is comprised of 13 divisions, and multiple administrative units and programs. With almost 1,000 instructional, clinical, VA and research track faculty, 1,000 staff, an active clinical operation with almost 600,000 annual outpatient visits and 17,500 annual discharges, and over $190M in annual sponsored research funding, the Department of Internal Medicine is the largest academic department at the University of Michigan. The Department of Internal Medicine at Michigan Medicine seeks a Chief Department Administrator (CDA) who will partner with the Department Chair to accomplish strategic initiatives of the department that are aligned with the overall vision of Michigan Medicine. The CDA manages the fiscal, personnel, operational and administrative activities of the Department. This includes: provides leadership to ensure implementation of the Departments strategic plan as well as development of business plans for new programs; directs and manages the operations of the academic and clinical programs for all administrative and business functions, including space planning and utilization as well as pre-award and post-award support services related to research funding; interfaces with clinic operations; represents the Department Chair at institutional and extramural meetings. The CDA is an important partner to the Division Chiefs, Vice Chairs, Division Administrators and Directors, and is responsible for ensuring efficient and effective administrative operations to support the departments missions of research, clinical care and education. **Mission Statement** Michigan Medicine improves the health of patients, populations and communities through excellence in education, patient care, community service, research and technology development, and through leadership activities in Michigan, nationally and internationally. Our mission is guided by our Strategic Principles and has three critical components; patient care, education and research that together enhance our contribution to society. **Responsibilities*** The CDA: + Partners with the Department Chair and the leadership team to align departmental goals with the Michigan Medicine strategy, and implements a plan to accomplish these goals. + Manages the departments financial performance, human resources, service agreements with internal and external stakeholders, research administration, space utilization, and educational administrative activities. + Partners with the Department Chair in all areas of faculty affairs including faculty appointments and faculty satisfaction. Partners with Medical School Faculty Affairs in the Deans Office and Health System Finance on faculty economics and planning. + Provides guidance and mentorship to faculty in administrative roles. + Stays apprised of current issues affecting an academic medical center, understands how these may impact the department, and adjusts strategy accordingly. Primary responsibilities include: Finance and Research Administration In partnership with the Departments Finance Director, ensure the Department maintains strong fiscal health across all missions (clinical care, research funding, and teaching programs) through the following: + Financial management (budget, forecasts, analyses, and interpretation) + Ensure appropriate internal controls are established and processes followed appropriately + Identify and monitor areas of concern and implement/revise policies and practices to ensure that activities/transactions are in compliance with governing rules and regulations + Oversight of development of the Medical Schools revenue and expense budget; ensure controls are established to maintain budget limitations + Oversee preparation of all financial and administrative reports and analyses with adherence to institutional and departmental policies + Approve budget allocations and expenditures + Oversee department-based incentive programs + Oversee the Departments research administration functions, ensuring appropriate support for pre-/post-award functions, submission and reconciliation processes, and identification of new funding opportunities + Monitor faculty effort, ensuring processes are in place to ensure compliance with sponsors and institutional guidelines + Ensure proper funding models are in place to support the Departments clinical research operations Clinical Operations + In partnership with the Departments Clinical Affairs Director, collaborate with the divisions, Revenue Cycle, MM Centers (Cancer Center, Cardiovascular Center, etc.), ambulatory and hospital leaders, etc to ensure facilities and units are high-functioning and allow clinicians to provide the best care and research opportunities for our patients. + Develop solid working relationships with appropriate representatives from Revenue Cycle, establish and monitor performance metrics related to clinical work + Partner with the service chiefs, clinical liaisons and division administrators to oversee the management of clinical operations which includes monitoring of key metrics, review of financial analyses and management reports + Analyze clinical productivity on a provider and divisional level + Evaluate and determine clinical needs by disease areas, provide direction to leadership for recruitment areas + Provide direction to the departments quality team to initiate and participate in process/quality/lean initiatives + Monitor revenue cycle billing and review audits for providers + Oversight of hospital cohort and finance budgets Human Resources & Faculty Affairs In partnership with the Director of Administrative Operations, ensure department faculty and staff have adequate resources and support to perform at their best + Support faculty affairs needs including promotions, recruitment, retention, credentialing, annual evaluations, salary program, effort reporting and administration of faculty incentive programs + Partner with the divisions on faculty recruitment efforts + Oversight of the human resources functions + Ensure appropriate administration and oversight of the divisions fellowship programs + Collaborate with the VA on various faculty appointments + Participate with senior faculty and/or staff in planning, developing and implementing new program initiatives for the departments educational, research and / or service activities + Manage the use of the departments facilities and the reassignment of space, in partnership with the Divisions + Partner with the Development Office on various philanthropic efforts Leadership Competencies + Collaborate to create a shared vision, effectively communicate the vision and inspire stakeholders to build consensus. + Create value for a diverse community by fostering a climate of service excellence. + Lead innovation and change through the application of lean thinking philosophy, tools and techniques to increase operational efficiencies. + Foster and support diverse teams.Provide a work climate that is inclusive and elicits a high level of team engagement. + Collaborate and build inclusive relationships with appropriate stakeholders and model respect, recognition, and collaboration. + Coach and develop others and provide professional development support. Preferred + Knowledge of pre- and post- award management and research compliance. + Knowledge of funds flow in the organization. + Experience in management of gift funds and other financial assets. + Experience in developing and preparing contracts and proposals. Supervision Received: Direction is received from the Department Chair for matters that affect the overall purpose and function of academic programs, research and/or patient care operations. The CDA has additional accountability to the Medical Schools Executive Director for Administration and Chief Operating Officer for academic activities. **Background Screening** Michigan Medicine conducts background screening and pre-employment drug testing on job candidates upon acceptance of a contingent job offer and may use a third party administrator to conduct background screenings.
