Under the oversight and supervision of the Board of Directors of the Indiana State Alliance and the BGCA Government Relations Lead Director, the CEO is responsible for the hands-on, daily management of the Alliance’s staff and operations, as well as state legislative, state funding efforts, and advocacy plan. CEO manages a team responsible for operations, data/reporting, grant management and business requirements in support of the Alliance. Responsible for developing and maintaining positive relationships with key state government officials and lobbyists. Works closely with the Alliance Board and local clubs to execute statewide projects and programs.

 

Area and Organizational Information:
A permanent physical office is not considered vital to this position, with telecommuting being preferred. While not a requirement, preference for those residing within easy driving distance of Indianapolis is important.
The Indiana State Alliance of Boys & Girls Clubs is a collaboration of 31 independent member organizations located throughout Indiana. Each of these Club organizations has their own Board of Directors, operating budget, and staffing, to provide programs and activities in their respective communities.
While Clubs in Indiana are as diverse in size and scope as the state itself, the Alliance provides a unified voice for all, as well as brand consistency and a fellowship-partnership amongst members. Together, we serve 178,421 youth through 161 Clubs located in traditional Clubhouses, schools, public housing, and military bases. The Alliance was formed in 2001.

Responsibilities

Government Relations & Advocacy
• Provide hands-on, daily management of the state legislative and state funding efforts in support of the Indiana Alliance of Boys & Girls Clubs.
• Provide direction to, and collaborate with, contracted lobbyists.
• Provide active guidance and technical assistance to Alliance Board of Directors, and local Boys & Girls Clubs in regard to state legislative and government funding efforts.
• Assist, in program development, policy determination and management decisions of the overall Indiana Alliance government relations operations.
• In concert with lobbyists, develop and implement a “grassroots” education and advocacy campaign for key state officials.
• Submit proposals to state and federal agencies in order to secure funds for Clubs.

Board of Directors
• Serve as lead in providing support and appropriate input to the Board of Directors through board meetings and regular communication.
• Coordinate meetings, prepare all materials, and maintain records of the Board. Support committees as needed.
• Assist in board member recruitment and development.
• Schedule and conduct Board orientation for all new board members

Grant Administration
• Manage team that owns grant administration for the Alliance.
• Address and find solutions to problems verbalized by Clubs and/or funding source.
• Ensure accurate and timely reporting on all grant funds.

Business & General Operations
• Oversee staffing including performance management, employee relations, training, evaluation and recruitment.
• Develop administrative and operational standards by which goals will be met.
• Provide oversight of related contractors.
• Engage in relevant professional development and networking opportunities including BGCA organized events, as directed by the Board of Directors.
• Support the planning and organizing of the Alliance Legislative Day and State Youth of the Year events to ensure the events are well organized, coordinated, and have successful outcomes.

Leadership
• Cultivate relationships with business, political, community, local boards, statewide youth related associations, and media leaders.
• Facilitate relevant statewide networking opportunities for staff leadership.

Marketing & Communications (internal & external)
• As the face of Clubs in Indiana, serve as key spokesperson for the Alliance.
• Maintain good public relations.
• Manage Alliance communications channels including social media and website
• Develop and distribute applicable one pager fact sheets and grant overviews for use with Clubs, Legislators, State agencies and other related stakeholders.
• Develop relationships with Executive staff of member B&GC organizations.
• Provide regular communication with the membership via email blasts.
• Position the Clubs as thought leaders on youth and youth issues within the state.

 

Qualifications

Education: Bachelor’s degree, or education/experience equivalency.

Five years or more in relevant work systems with demonstrated increases in responsibility; generating and managing significant state government funds, advocating on youth and family issues, analyzing legislation, and building relationships. Event planning and oversight experience ideal.

Skills: The primary responsibility of the Alliance CEO will be to build and maintain a large network of relationships for the benefit of all members. Must possess a strong understanding of organizations like the Boys & Girls Club, especially the importance of the relationship between a board, members of the association and its staff. Candidate must have demonstrated ability to work with a state legislature and state departments to generate funding, for Clubs or a related youth development program. Must be knowledgeable of grant management requirements and expectations of state and federal funds.

Other skills the incumbent must be able to demonstrate competence in: discernment, ability to work with multiple personality styles, time management and prioritization, negotiating, issue analysis, board and committee support, financial and grant management, handling of multiple tasks, supervision and management of staff; developing and implementing annual budgets and budget oversight; experience in strategic planning; possess event planning and oversight skills; strong interpersonal and negotiation skills; computer literacy using word processing, databases, spreadsheets and presentation software; excellent written and verbal communication skills including public speaking; detail and task oriented; a team player with collaboration skills.
