Chief Financial Officer

General Statement of Duties:

This is a management position in the Essex County Sheriff’s Department (ECSD) with broad management responsibilities for the development and implementation of policies, programs and practices for all matters relating to Budgets, Accounts Payable, Canteen/Inmate Accounts, asset inventory and records management. This manager participates in high level planning, problem resolution, and system integration functions for ECSD, and in addition provides critical liaison and integration services with external agencies including the Comptroller, Operational Services Division, Division of Capital Asset Management and Maintenance, House and Senate Ways and Means Committees, the Executive Office of Administration and Finance, and the Secretary of State. This position is a full member of the Sheriff’s Management team, which establishes the procedures and practices for the overall operation of the Correctional Facility within the policy framework established by the Sheriff. High level planning, problem resolution, and system integration functions are other activities performed by this Manager.

Supervision Received:

Works under the general supervision of the Chief Operating Officer/Special Sheriff or other employees of higher grade who provide instruction and guidance, assign work and review performance through oral and written reports for adherence to policy and conformance with rules and regulations.

Supervision Exercised:

Exercises direct supervision over applicable managers, supervisors, and clerical staff with responsibility for all financial operations of the Department.

Essential Functions:

· Responsible for all essential functions of the Fiscal Affairs Division including operations, internal controls.

· Establishes and maintains a working relationship with Department vendors and suppliers.

· Prepare written policy and program proposals for review and approval by the Sheriff and the Executive Team.

· Directly responsible for the development and full implementation of all policies and procedures for the Fiscal Affairs Division, and for the on-going review and updates of those policies.

· Directly participate in the selection of all Fiscal Affairs Division employees and for the performance evaluations of those employees.

· Conduct staff meetings with supervisory personnel and managers assigned to the Fiscal Affairs Division and to provide those supervisors and managers with information and guidance related to the overall Sheriff’s Department goals and objectives.

· Implement and enforce all employee rules and regulations and to implement and enforce any and all collective bargaining agreements in effect.

· Prepare and submit an annual budget request for the Sheriff’s Department and to review, administer, and direct the appropriations made to the Sheriff’s Department within the limitations of the budget.

· Establish and maintain a system of audits and controls for the assets assigned to the Sheriff’s Department.

· Direct and monitor compliance with all applicable CMRs, Massachusetts General Laws, and Sheriff’s Department policies as they apply to the Fiscal Affairs Division.

· Directly responsible to individually and collectively interact with the Sheriff’s Command Staff to resolve issues, to jointly prepare and review proposals, and otherwise to assist and advise the Sheriff in the overall administration of the Department.

· Participate in special projects and activities affecting the operation of the Sheriff’s Department.

· Perform other job-related duties as required or assigned by the Sheriff or Special Sheriff.
