Manages all contracts, procurement, grant, and payroll functions . Position Responsibilities + Schedules, organizes, and implements the annual budget planning process , including capital planning. Meets with all division heads to discuss business priorities and budgetary constraints. + Compiles and analyzes data, prepares summary, and submits annual budget to the Chief for approval. + Acts as the fiscal agent for all grant funding. + Responsible for management of all IMPD capital projects. + Monitors actual expenditure patterns, evaluates variances, and makes recommendation s , revising original budget, as appropriate . + Compiles and submits pertinent financial data/reports and recommendations to appropriate personnel . + Reviews and approves all agency purchases and expenditures. + Reviews, interprets, and provides projections for payroll expenditures. + Develops and/or oversees the development of systems supporting the financial process , including system design, specifications, testing, and implementation. + S erves as the liaison with the Office of Finance & Management, Human Resources, Purchasing , the Information Services Agency, Office of Audit and Performance, Building Authority, and other City and County departments as needed. + Supervisory responsibility involving staffing, conducting performance evaluations, training, and developing team members, salary increases, terminations, disciplinary actions, etc. + Reviews labor, third party, lease, and vendor contracts and coordinates said contracts through execution. + Analyzes budget projections and resource demands. + Creates and presents reports and information to the Board of Public Health and Safety and the Criminal Justice Committee. Qualifications Minimum Job Requirements and Qualifications Bachelor's Degree in Accounting/Finance , public administration, or related field and a minimum of seven ( 7 ) years of prior related experience in financial positions with an administrative role and progressive responsibilities required . Excellent written and oral communication skills and an outgoing, customer service attitude. Comprehensive knowledge of accounting standards and procedures relative to all areas assigned. Ability to analyze, project, and utilize spreadsheet(s), database(s), and other software is required . Ability to coordinate multiple projects and meet various deadlines is a must . Requires pre-employment screening including background check and drug screening . Preferred Job Requirements and Qualifications Master's degree in Business Administration (MBA) or other relevant degree or certification(s) Supervisory experience Knowledge of governmental accounting & budgetary procedures Oracle PeopleSoft Financial and Human Capital experience Project Management experience
