Description of Job The purpose of this position is to provide financial leadership and management for OCYF, and to develop, implement, and oversee the tactical plans, fiscal operations, technological and other resource plans, and related initiatives for the office. In the process, this position works closely with the CDHS Chief Financial Officer, the Office of State Planning and Budgeting (OSPB), the Division of Child Welfare (DCW) Finance Unit, the Division of Youth Services (DYS) Finance Director, Program/Unit leadership within OCYF, and with the OCYF Office Director to establish and maintain the division's alignment with the overall CDHS financial strategy. This position is responsible for understanding statutory and regulatory changes and legislative initiatives in fiscal policy, and ensuring that the division's operations are consistently up-to-date. Additionally, this position is the Office’s representative finance expert on base budget initiatives, fiscal policy analysis, financial compliance, grant and contract management, resource allocation, budget and rate calculations, financial reporting, projections, Joint Budget Committee (JBC) decision items, and proposals that directly influence management's decisions. As a member of the Senior Management Team, this position helps establish strategic priorities of the Office and allocates resources needed to achieve those priorities. Fiscal Management Operations: + This position is responsible for the management of the Office of Children, Youth and Families operation expenditures, local, state, and federal revenue generation. + Provides supervision to the Finance Units for Division of Child Welfare (DCW), Division of Youth Services and Division of Community Programs along with the Senior Budget Analysts. This includes setting performance standards, conducting performance planning and staff appraisal, and ensuring that subordinate staff development needs are met. Initiates and administers necessary corrective or disciplinary actions. Assures direct and indirect supervisory employees perform supervision functions with their subordinates consistent with State, Department, Office, Division, and Facility expectations. Monitors and approves formal leave for staff and provides for formal and regular interval evaluations of direct report staff and ensures that all other subordinate staff are subject to the same. Makes recommendations for promotions. Applies criteria to approve, evaluate, and determine appropriate use of personnel resources pursuant to the Colorado Code of Regulations, Department and Division Policy. + This position will ensure that federal revenue requirements are met , office plans are prepared, operating and allocation requests are made, and federally mandated reporting is done. Construction of business plans for the office so that staff resources are directed toward the Office’s priorities. Advisement of issues or concerns about federal funds and interpretation of new requirements. + Provides technical assistance and training to department staff, managers, and supervisors on financing issues. Meets regularly to review federal funding and budget issues and to jointly assess with the managers training needs. Provides consultation to the Office of Children, Youth and Families Division Directors and leadership team members on new sources of revenue or pitfalls other states are experiencing. Works with program leads, accounting, and budget to identify sources of matching funds, projected budget figures. + This position serves as the subject matter expert on financial and contractual issues, including developing standards, processes, and procedures and tracking mechanisms/systems for financial administration activities. Activities include assuring federal revenue requirements are met; preparing and monitoring OCYF budgets; determining cost allocation; federally mandated reporting; implementing work plans to ensure that staff resources are directed toward Office priorities; advisement of issues or concerns about federal funds and interpretation of new requirements; and development, implementation and oversight of audit processes. + Develops reports with detailed financial information for OCYF Leadership, Division Directors, and Unit Directors. Utilizes CORE or other systems to develop reports, or creates a template for reports that meets State and Federal reporting requirements and is available for day-to-day program use. + Consults with the Federal/State offices and with other high-level executives. Influences and persuades others to coordinate with the Department in areas of mutual benefit. Establishes policies to support the meeting of federal revenue participation requirements. Acts as the consultant when program needs are being balanced against resources available. + Ensures compliance with State and Federal Fiscal Rules and federal regulations. Creates fiscal review protocols, report templates, and provides technical assistance and training to OCYF staff necessary to implement the fiscal monitoring program. Provides consultation and technical assistance to contractors and others in the community regarding the financial administration of OCYF-funded programs. This position is required to adhere to very quick deadlines. This position is required to work extra hours in order to meet project deadlines. This position is required to work in various locations on a weekly basis and attend meetings in-person on a regular basis; often with minimal advance notice. + In collaboration with the OCYF Deputy Director and OCYF Divisions and Program directors, works to ensure compliance of financial administration and grant activities with State and Federal rules and regulations. Provides guidance and consultation to program personnel + Manages the overall financial administration process for the Office of Children, Youth and Families, making recommendations to streamline the flow of the process and to eliminate any waste from duplication; delegating and managing workflow; and recommending resolution for duplication and fragmentation across OCYF. + This position will participate in the monthly Financial Working Group and will be responsible for developing and analyzing monthly financial statements for OCYF, review projections and anticipated over/under expenditures, and make recommendations to the Financial Management Board (FMB). + This position will participate in the FMB and assist in developing a strategic direction, and coordinate legislative responses. + This position is responsible for investigating and analyzing any instances of fraud or abuse and consults with program staff to determine any remedial or corrective actions. + To ensure the OCYF is in compliance with Federal, State, and Department rules and regulations, the position will need to rely on their knowledge and utilize Department resources to ensure adherence to policies and procedures. Financial & Budget Authority and Legislative Requests: + Develops a plan for Federal, State and cash fund revenue maximization; develops any corrective action plans necessary to deal with penalties. This position is responsible for financial planning and forecasting, utilizing expertise in state and county programs to strategically direct Office of Children, Youth and Families resources to areas that will maximize Federal, State and cash fund financed participation. Evaluates and makes recommendations on the Office’s operating and personnel costs. Monitors and adjusts the Department’s indirect cost allocation plan to ensure federal compliance and maximize federal reimbursement. + This position has the responsibility of formulating, writing, supporting and defending funding requests (Funding Requests/Decision Items, Supplementals, Budget Amendments, Emergency Supplementals, Budget Reductions, and Fiscal Notes). Responsible for maintaining a solid understanding of State funding request requirements, instructions, protocols and strategy for completing successful funding requests. This position is expected to explain and defend funding requests to the Office of State Planning and Budgeting (OSPB), legislative council staff, and the Joint Budget Committee (JBC).
