Chief Information Officer **City of Dubuque** 1 Positions ID: 62184 Posted On 02/11/2025 **Job Overview** **Position Summary** **GENERAL SUMMARY** **:** The Chief Information Officer (CIO) will provide technology vision and leadership in the strategic planning and implementation of information technology infrastructure and services and report to the City Manager. The CIO will lead in planning and implementing enterprise information systems to support centralized business operations and achieve more effective and cost-beneficial, enterprise-wide IT operations, including the integration of artificial intelligence capabilities. The position also supports community efforts to have affordable broadband access for residents. This position is responsible and accountable for directing a City department including its personnel, budget, and resource management functions. This valuable team member will be an integral part of supporting efforts to become a high-performance, data-drive, and outcome-focused organization with the ultimate goal of creating an equitable community and organization of choice, through planning, partnerships, and people. This department focuses on service delivery to other City departments, supporting their information technology efforts. **DISTINGUISHING FEATURES OF THE CLASS** **:** Work in this position involves overall leadership and management and is responsible for providing supervision and management oversight, program and budget development, coordination, and goal setting in the information technology area. Work is performed in accordance with established standards and policies. This employee must exercise individual initiative and professional judgment, discretion, and collaboration. Work is reviewed by the City Manager through reports, conferences, and results achieved. **Job Duties** **JOB DUTIES:** + Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations + Develops, implements, and evaluates departmental policies, procedures, strategies, and goals; maintains, updates, and ensures procedural compliance for programs + Oversees the overall management and day-to-day operations of the Information Technology Department; plans for the development and management of the information technology systems and subsystems that support case flow, office automation, special programs, and management operations; prepares strategic and tactical plans for the analysis, design, construction, implementation, and maintenance of the organization's technology platforms and business applications for data; ensures that data and phone systems are technically sound and fully operational; and identifies information technology-related initiatives designed to increase work quality and/or operational efficiency + Provides advice in area of expertise to the City Manager, department managers and management teams; and gives related presentations + Provides advanced administrative support to the City Manager in support of organizational goals and objectives + Facilitates, leads, and/or participates in meetings, proceedings, and committees; represents the department and City at meetings and conferences; and serves as a liaison between departments, external organizations, the general public, and other agencies + Researches, analyzes, and makes recommendations for cost-effective improvements in departmental operations; and designs, administers, and evaluates departmental programs and services + Directs and participates in the preparation of departmental budgets, financial reports, and operational and/or capital improvement budgets, and monitors revenues and expenditures + Plans city-wide technology with a comprehensive approach, leveraging technology to create a smarter, secure and more resilient city for all residents + Partners with City departments and partner organizations in determining how technology infrastructure, software, and systems supports City strategy and service needs + Recommends technology vendors and administers contracts + Defines, builds, and manages a workforce/team structure required for today while preparing for future business and technology delivery + Focuses on continuous process improvement and user satisfaction by increasing Information Technology’s value through innovation and emerging technologies + Ensures technology assets are secure + Performs other duties of a similar nature or level **KNOWLEDGE, SKILLS, AND ABILITIES:** + **Administration and Management** - Knowledge of management principles involved in strategic planning, resource allocation, coordination of people and resources, and leadership. Knowledge of finance, planning, marketing, budgeting, and grant-writing principles, practices, techniques, and procedures. + **Leadership** – Ability to independently, collaboratively, and proactively lead, take initiative, and multitask. + **Critical Thinking, Analysis, Complex Problem Solving, and Decision Making** – Analyzing problems, thinking about the pros and cons of different ways to solve a problem, and identifying/implementing creative solutions. Figuring out how a system/process should work, measuring how well it’s working, and how to improve it to arrive at desired outcomes. Use deductive and inductive reasoning to solve problems. + **Data Collection & Analysis** - Strong organizational and record-keeping abilities. High-level ability to work with computers and technology, software programs, and create and maintain forms, workflows and reports. Considerable knowledge of software including Microsoft Office Suite. Knowledge of administrative and clerical procedures and systems such as managing records, designing forms, and other office procedures and terminology. + **Data Management:** Strong skills in data analysis, file/account management, database design concepts, data integrity and governance, database application and business intelligence + **Interpersonal, Oral, and Written Communication** – Listening to others for comprehension. Communicating through public speaking and writing clearly with awareness of the audience. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services. + **Cybersecurity** - Ensuring the security and integrity of the organization’s data, networks, and systems. **Qualifications** **MINIMUM REQUIREMENTS** **:** + Bachelor’s degree in Computer Science, Information Technology, Public or Business Administration, or closely related field; and + At least 5 years of relevant work experience including supervision, or + Any combination of relevant education and experience. + Possession of or ability to obtain and maintain a valid Iowa Driver’s License or, alternatively, the ability to travel independently throughout the community. **PREFERRED REQUIREMENTS:** + Education, training, and professional experience working with culturally diverse populations. + Experience in local government and/or systems management including enterprise resource planning systems, geographic information systems, artificial intelligence, and citizen response management systems. **SUPERVISORY STATUS:** Administrative **WORK ENVIRONMENT:** Duties require working irregular hours; and nights, weekends, and holidays as necessary to complete assigned duties and responsibilities.
