In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.
The Chief Learning Officer (CLO) is responsible for shaping and executing the organization’s learning, development, engagement and designing, implementing, and overseeing the organization’s performance management system, while fostering a culture of continuous learning, and ensuring the workforce is equipped to meet the organization's current and future needs. This position will also be responsible for developing and implementing strategies that enhance employee satisfaction, motivation, and overall engagement within the organization.
The CLO will:
+ Lead the creation of innovative learning solutions
+ Oversee leadership development
+ Helps improve retention, productivity, and organizational performance
+ Align training initiatives with the strategic goals of the organization
+ Drive organizational learning, performance management and engagement
+ Enhance employee engagement, supports career progression, and ensures the long-term success and adaptability of the organization.
**Minimum Qualifications**
3 years of experience in learning and development and employee engagement, including strategic planning and directing the work of staff. Experience must include:
+ Leading learning and development initiatives at medium to large size organizations
+ Proficiency in learning management systems
+ Ability to analyze data, assess learning program effectiveness, and drive continuous improvement
+ Exceptional leadership, communication, and project management skills
+ Strong knowledge of adult leaning theories, instructional design and curriculum development
**Preferred Qualifications**
+ Must have a variety of experiences working effectively with others from different backgrounds and cultures.
+ Bachelor's degree in human resources, organizational development or another related field
