Position Objective:
This position is accountable for directing all activities of the Maintenance of Equipment Department in a safe and effective manner. Responsibilities include, shop operations, field operations, engineering and planning, maintenance and repair of all locomotive and passenger car rolling stock of Metro-North Railroad. Responsible for developing long-range plans and projections of future needs for fleet maintenance, preventive maintenance, and repair. This position is responsible for all aspects of purchasing new rolling stock fleets and the impacts to Metro-North’s operation. Must be capable of coordinating interdepartmental activities including Human Resources, Legal, and Procurement.
Responsibilities:
+ Oversee and ensure that the planning, scheduling and execution of the maintenance, repair and upgrade work on all Metro-North owned rolling stock is completed in accordance with all Federal regulations and industry standards.
+ Promote and enforce safe practices for working on or about rolling stock, buildings and yards or other facilities which are used by Maintenance of Equipment Department personnel.
+ Lead the development of long-range plans and projections for fleet maintenance, fleet composition, yard and maintenance facility requirements.
+ Select, motivate and develop key staff members within the M of E Department to ensure management continuity and safety culture. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
+ Foster a climate of collaboration, problem solving and teamwork for all stakeholders that support corporate long-range goals and departmental initiatives, create synergy and enhance employee development.
+ Oversee the development of the annual budget submission and ensure that the Department operates within the established budget by designing and instituting the necessary internal processes, protocols and controls.
+ Manage Rolling Stock Service Delivery Programs & Integration team in pursuit of fleet replacement on all rolling stock utilized by Metro-North .
+ Develop equipment strategies to leverage latest technologies, energy efficiencies and environmental sustainability. Incorporate industry best practices in pursuit of continuous improvement initiatives.
+ Perform other assignments as requested by Senior Management.
Required Qualifications:
Required Knowledge/Skills/Abilities:
+ A complete understanding of industry rolling stock maintenance practices and federal regulations with particular attention to commuter rail fleet types.
+ Demonstrable leadership skills to motivate and foster teamwork within the department.
+ Demonstrable leadership skills in the areas of project management, cause analysis, forecasting, safety and planning.
+ Working knowledge of Microsoft Office Products and/or comparable applications.
+ Excellent organizational skills with the ability to create a climate of continuous improvement.
+ Effective communication skills with a prominence on effective public speaking use of diplomacy, tact and employee relations within a political environment.
+ Capable of exercising independent judgment and displays creative problem-solving skills.
+ Strong analytical skills .
The Following is/are preferred:
+ A familiarity of mainframe and/or web-based rolling stock maintenance programs such as; Terminal Management System (TMS), Incident Management System (IMS), Asset Management System (AMS).
Required Education and Experience:
+ Bachelor’s Degree in Engineering, Science and and/or Industrial Management required. Demonstrated equivalent experience to include an additional four (4) years of experience, education and/or technical credentials may be considered in lieu of degree.
+ Minimum twelve (12) years of progressively more complex general management experience in rolling stock maintenance.
+ Minimum ten (10) years’ experience in managing a diverse group of employees at various levels.
The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:
+ Master’s Degree in Public Administration, Management or similar discipline.

This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
