Minimum Starting Salary: $3,513.22 Bi-weekly. Salary commensurate with knowledge and experience, up to $4,230.77 Bi-weekly . In accordance with current spending guidelines, a promotion into the position may be filled at the minimum of the pay grade or up to 5 - 10% of the employee’s current rate.
PREFERED MINIMUM QUALIFICATIONS :
Preference will be given to candidates with seven (7) or more years of budget development, preparation, and management experience, as well as revenue management; and a minimum of three (3) years of supervisory experience.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of the legislative appropriations process, state budget laws and policies, basic budget principles, bill analysis format and procedures, salary rate and management of rate, budget categories and funds, FLAIR, and Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS).
Ability to direct, coordinate and supervise the preparation and submission of the department’s Legislative Budget Request (LBR).
Ability to collect, evaluate and analyze budget data for the LBR and develop impact statements.
Experience with developing approved operating budgets including the ability to plan and allocate the legislatively approved budget to the program areas in the department, analyze expenditure patterns, and prepare resource utilization reports to effect approved budgetary or operational changes necessary to accommodate management needs.
Ability to review, determine and develop specific approval/disapproval recommendations for transfers of appropriations pursuant to Section 216, Florida Statutes (F.S.) and requests to add, delete, or transfer positions pursuant to Section 216, F.S.
Ability to prepare analysis/reports that offer recommendations to affect approved budgetary or operational changes necessary to accommodate management needs.
Ability to effectively communicate with the Secretary, Chief of Staff, Executive Office of the Governor, legislative staff, Assistant Secretary for Administration and other department managers and provide testimony before legislative committees on fiscal issues.
Ability to communicate with, motivate, direct, organize and prioritize the workload of assigned professional staff.
