In this pivotal position, you will contribute to a key role in safeguarding the health, safety, and welfare of Florida’s citizens by regulating over 1.5 million health care practitioners and facilities through effective licensure, facility permitting, and administrative enforcement. As Bureau Chief, you will oversee statewide compliance and investigative operations, driving strategic initiatives that protect the public from unlicensed and unsafe practices. This high-impact senior leadership role leads MQA’s enforcement arm, managing complaint investigations, facility inspections, and the execution of administrative actions in accordance with Florida law. Collaborating with the Prosecution Services Unit, you will ensure that legal actions are taken swiftly and effectively, while also overseeing the Unlicensed Activity Program to combat the dangers posed by unlicensed health care. What You’ll Do: + Leadership and Strategic Management: Lead a bureau comprising three units and the Unlicensed Activity Program by providing vision, direction, and oversight to achieve regulatory and compliance objectives. Develop and implement strategic goals, initiatives, and key performance measures that align with our mission to protect the public by enforcing health care regulations and ensuring compliance across the state. + Regulatory Compliance and Enforcement: Ensure timely and thorough investigations of complaints against health care practitioners and facilities, monitoring the quality of our processes. Oversee the establishment of administrative actions, such as fines, emergency orders, or license suspensions/revocations, to enforce compliance with health care regulations and work closely with the Prosecution Services Unit on thorough investigative reports and legal actions. + Operational Oversight: Motivate unit managers, set performance standards, and evaluate staff performance, ensuring your teams are properly trained and resourced to handle regulatory investigations and compliance tasks. Oversee the bureau’s budget, ensuring efficient use of resources in enforcement activities. + Policy Development and Legislative Support: Lead the creation of enforcement policies and procedures, ensuring that the bureau operates in accordance with legal mandates and best practices for investigating violations, managing complaints, and conducting inspections. Assist in developing legislative proposals, budget requests, and other efforts related to enforcement activities. + Stakeholder Engagement and Representation: Serve as the primary spokesperson on enforcement issues for MQA. Respond to inquiries from consumers, health care practitioners, legislative staff, and other stakeholders regarding enforcement actions. Coordinate with other state and federal agencies and health care boards and councils on regulatory matters, enforcement actions, and investigations to ensure comprehensive enforcement coverage. Represent MQA at regional, state, and national meetings and conferences. Engage with professional associations and health care regulatory bodies to maintain up-to-date knowledge of industry standards and trends. Provide testimony or expert insight in legislative and regulatory settings as needed. + Continuous Improvement and Data Analysis: Track the bureau’s progress in meeting enforcement key performance targets and objectives and use data and performance metrics to evaluate the effectiveness of enforcement activities. Identify areas for improvement and implement data-driven strategies to increase efficiency and effectiveness. Continuously assess and improve investigation processes, compliance monitoring systems, and complaint-handling procedures to ensure high-quality, timely enforcement outcomes. + Crisis Management: Act swiftly in cases of severe noncompliance or health care emergencies, such as overseeing high-priority investigations that pose an immediate threat to public safety. Provide guidance and resolution for complex or high-stakes enforcement cases that require special attention from division leadership. Qualifications: + Preferred Bachelor’s degree in public health, business administration, law, criminal justice, health care or a related field. + At least 5-7 years of leadership experience, preferably in health care, regulatory compliance, enforcement, or public health. + Demonstrated experience managing complex investigations and enforcement actions within a regulatory framework. + Proven ability to lead and motivate teams, develop strategic initiatives, and manage cross-functional collaborations. + In-depth understanding of Florida health care regulations, statutory compliance, and enforcement practices. + Excellent verbal and written communication skills, with experience serving as a spokesperson or in public relations capacities. + Experience in building relationships with government officials, health care professionals, and community stakeholders. + Proven ability to handle high-pressure situations and provide guidance during emergencies or complex enforcement cases. + A proactive approach to identifying areas for improvement and implementing best practices in enforcement and compliance.
