The Opportunity
Abt Global seeks a qualified Chief of Party for an anticipated USAID-funded bilateral activity to increase access to and utilization of integrated, sustainably financed primary and community health care in Cambodia. The position will be based in Phnom Penh. The expected objectives of the Sustainable Outcomes through Primary Healthcare Integration (SOPHI) activity will be (1) Improved enabling environment for integrated Primary Health Care; (2) Strengthened sustainable health financing; and, (3) Improved access to and care seeking of high-quality primary health care services. This position is contingent upon award of the anticipated project to Abt Global and approval of the candidate by USAID.
Core Responsibilities
Provide strategic direction, technical leadership, and project management to successfully implement planned activities and produce results. Serves as the project’s key liaison with USAID, government counterparts, and local partners/stakeholders. Lead implementation of work at the subnational level and work with provincial stakeholders to improve public financial management. Coordinate closely with the home-office based staff to assure that all managerial and administrative matters are communicated, and actions comply with the provisions of the contract and with USAID. Provides leadership and technical support specifically for project staff and subcontractors. Coordinate with and leverage similar projects from surrounding development partners and local stakeholders for better results and optimized cost efficiency. Supervise the project’s technical assistance team to ensure a focus on core results, achievements of annual work plan and targets, and timely/effective implementation. Collaboratively create and implement a strategic, long-term programmatic vision. Monitor the progress and pace of project implementation, and ensure that project budget projections, expenditure, tracking and reporting are in accordance with USAID requirements, procedures and practices.What We Value
Master’s Degree in a related field such as Public Health, Health Economics/Health Finance (preferred), Public Administration, Business Administration, or International Development + 12 years of relevant experience. PhD is preferred. 10+ (15+ preferred) years of relevant professional experience in managing complex health programs. Experience in managing USAID programs is preferred (but not required.) Excellent negotiation skills and the ability to lead and build consensus, cooperation, and coalitions among individuals with competing interests. Demonstrated expertise in heath financing, with demonstrated success in public financial management. Proven track record of working effectively with government counterparts at various levels, ideally in Southeast Asia. Experience in Cambodia is highly preferred. Experience working with relevant government ministries of health to deliver program improvement. Professional fluency in English is required. Ability to speak Khmer is preferred.What We Offer
