Job Description:

World Vision International Burkina Faso is currently accepting applications for a Chief of Party for an anticipated USAID-funded Health Service Delivery project. This is a five-year project with an anticipated budget in the $25-$49M range. The Chief of Party is responsible for directing the project team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The successful candidate should possess significant experience managing program, financial, and operations of USAID- or other international donor-funded projects.

Position is contingent upon funding and donor approval.

KEY RESPONSIBILITIES

The Chief of Party will have the overall responsibility for the management of all project activities and staff.Lead the planning and implementation of the project, overseeing all aspects of the project including programmatic, financial, and administrative aspects, internal and external coordination and communication, procurement, personnel and risk management and ensure that all project interventions are of a high quality and lead to measurable impact.Serve as the primary liaison with USAID, partners, Ministry of Health, local government officials, local communities, donor representatives and other stakeholders as appropriate.Develop strategic plans, annual and quarterly work plans, and provide overall program management in line with USAID guidelines to achieve project objectives.Ensure compliance with USAID and World Vision’s rules and regulations, including responsibility for ensuring sub-awardee compliance and quality monitoring of program implementation.Ensure the development of strong Monitoring, Evaluation, and Learning (MEL) mechanisms, program monitoring tools and efficient systems to ensure high quality implementation.Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes; design and oversee an annual project cycle in accordance with USAID’s annual planning cycles.

MINIMUM QUALIFICATIONS REQUIRED

Master’s degree or higher from an accredited university in public health, health policy, health service delivery, community health, internation development, or related areaMinimum of 10 years of senior-level management experience on donor-funded public health or development programs. Previous experience with management of USAID-funded programs is required.Previous Chief of Party, Deputy Chief of Party, or senior leadership role on USAID-funded projects in at least one of the following specializations: public health, health service delivery, health system strengthening, community health, institutional capacity building and/or related field in Burkina Faso or the immediate region.Demonstrated knowledge of Burkina Faso’s public health priorities and USAID’s health service delivery approaches and gender programming.Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.Strong oral and written communication skills in French and English, with additional fluency in any of the local languages preferred.Experience recruiting, developing, and managing local and international staff and teams.Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
