Proposal Summary:

MSI is pursuing the anticipated Supporting Peace and Stability in South Kivu (SPSSK) Activity. Working in close coordination with USAID/DRC, the activity aims to support peace and stability in South Kivu following the withdrawal of MONUSCO (the United Nations Organization Stabilization Mission in the Democratic Republic of Congo) peacekeeping troops.

 

Objectives:

1. Identify root causes of conflicts and violence, improve social cohesion, restore inclusive dialogs and strengthen local conflict management and mitigation structures to address disputes peacefully and ensure solutions are identified and implemented by local community actors.

2. Develop economic alternatives to illegal activities and reinforce community resilience to armed group recruitment.

3. Strengthen local governance structures to take on MONUSCO’s responsibilities and build trust between communities and local government stakeholders.

Position Summary:

The Chief of Party (COP) will serve as the senior-most in-country project representative and lead the technical and managerial aspects of the activity. The ideal candidate will support the technical leadership to ensure that project activities are responsive to the Congolese context and to USAID project objectives. This will be a full-time position based in Bukavu, South Kivu, DRC. This position is contingent upon award.

 

Responsibilities:

·         Oversee all technical and programmatic elements of the project, including collaborating with staff and partners to adapt to fluctuations in context, security and other challenges as they arise.

·         Serve as the principal liaison with USAID, providing clear communications and timely reporting of technical and financial deliverables.

·         Maintain strong rapport with key stakeholders, including government entities, private sector, civil society leaders, and other donors

·         Oversee a team of technical and program operations staff, ensuring sound coordination across all team members.

·     Ensure that contract implementation is in accordance with USAID and MSI regulations and procedures including monitoring contract compliance and procedures and assuring fair and good practice standards, coordinating as needed with MSI’s headquarters staff. 

·         Responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity.

·         Demonstrate diplomacy and leadership to foster an atmosphere of teamwork productivity, creativity, fairness, equity, and innovation, and support for diversity.

·         Contribute to planning, monitoring, and reporting as directed, while staying apprised of the evolution of the local political, legal, and economic situation.

·         Develop and maintain strong relationships with partners, clients, donors, other projects, beneficiaries, and other stakeholders.

Qualifications:

A bachelor’s degree or equivalent international certification is required, with studies in relevant subject area(s), such as international development, governance, social cohesion, community resiliency, post-conflict/stabilization and economic alternatives or other relevant field is preferred. Ten (10) years of experience in management roles in USAID or other donor funded international projects ideally with demonstrated technical expertise in civil society strengthening, governance, peacebuilding, conflict transformation programming, youth development, gender transformation and civilian protection. Minimum three (3) years of supervisory management and leadership experience is required. Demonstrated experience in the successful implementation of international development activities focused on governance, accountability, public policy, municipal financial management, and/or service delivery. Demonstrated capability to develop strong working relationships with a broad range of high-level host country government officials and senior international partner representatives. Demonstrated ability to engage effectively and inclusively with national, regional and local government counterparts and diverse civil society organizations. Intimate understanding of the local context, Congolese government institutions/ministries, relevant civil society actors, local government municipalities, and intended beneficiaries. Significant management experience and excellent interpersonal and facilitation skills with proven capacity to build and motivate multinational and multicultural teams to function effectively. Experience managing a complex program in Africa and/or fragile areas. Prior experience in eastern DRC. Strong interpersonal, supervision, and written/oral communication skills. Fluency in written and spoken English and French is required.
