Development InfoStructure LLC., (Devis) provides exceptional DevSecOps integration in our agile software development and embedded software solutions, combined with comprehensive IT management and consulting services to our federal, state, and local governments. Our focused research, services and products include complex DevSecOps solutions to support refugee processing across multiple federal agencies, research and development for Signal Intelligence (SIGINT), Command, Control, Communications, Computers and Intelligence (C4I), Data Analytics, and Intelligence, Surveillance and Reconnaissance (ISR) development and sensor capabilities supporting both the aerospace/defense and intelligence communities, as well as complex HHS comprehensive care coding requirements, and integrated management systems for our countries civilian agencies (FAA, FDIC, HOR, etc.). Overview The Chief of Party (COP) will serve as the primary liaison between Development Infostructure (Devis) LLC and USAID, ensuring effective communication and collaboration on all aspects of the contract. The COP will oversee the management and implementation of a research and development activity project, ensuring compliance with USAID requirements and successful achievement of project goals.  Position is contingent upon award and client approval.   Responsibilities Project Management: Oversee the planning, implementation, and monitoring of all project activities, ensuring timely and high-quality delivery of all contract requirements. Financial Management: Manage project budgets, monitor expenditures, and ensure financial accountability in compliance with USAID regulations. Leadership and Team Management: Provide leadership and direction to the project team, ensuring effective coordination and collaboration among team members. Reporting: Ensure the preparation and submission of timely and accurate reports to USAID and other stakeholders as required. Quality Assurance: Ensure the quality of all project deliverables, including research reports, assessments, and evaluations. Compliance: Ensure compliance with USAID policies, procedures, and regulations, including those related to ethics, security, and personnel management. Stakeholder Engagement: Engage with project stakeholders, including local research institutions, government agencies, and other partners, to ensure successful project implementation and impact. Liaison and Communication: Act as the primary contact with the USAID Contracting Officer’s Representative (COR) regarding all contract responsibilities, central reporting, financial issues, and central meetings. Required Skills and Qualifications Years of Experience:  10+ years of experience Degree:  PhD in a relevant field is required Leadership Experience: Demonstrated leadership, management, and operational experience in overseeing multiple tasks and priorities simultaneously and effectively determining priority actions. This includes experience managing large-scale, worldwide research and analytical programs with time-sensitive deliverables, as well as people management skills. Technical Expertise: At least ten years of experience in performance and impact evaluation, research, field surveys, assessments, and other analytical activities. This experience should include strong quantitative analysis skills and knowledge of Democracy, Rights, and Governance (DRG) development programming. Communication Skills: Excellent oral and written communication skills, with the ability to present complex information clearly and concisely to diverse audiences. Interpersonal Skills: Strong interpersonal skills and the ability to work effectively with diverse teams and stakeholders in challenging environments. Flexibility: Ability to travel internationally, including to conflict or non-permissive environments, as required by the project. Preferred Qualifications + Experience working on USAID-funded projects. + Familiarity with USAID policies, procedures, and reporting requirements. + Previous experience in a Chief of Party or similar senior leadership role. Location:  Remote, will be required to travel to the DC area another other locations upon request.
