ICF is seeking candidates for the role of Chief of Party (COP) for the anticipated five-year, U.S. Agency for International Development (USAID)-funded Arakisa (Digital Health, Information Systems, and Data Use) Activity project in Madagascar. The purpose of this five-year project is to advance the Government of Madagascar’s national digital health capacity to plan, govern, and implement national digital health and health information systems strategies and architecture to optimize the availability, quality, and use of information to achieve national public health goals. Arakisa will drive innovative, sustainable, and scalable solutions in support of country-owned and -led health information systems and data that are agile and responsive to emerging needs. The project will support local capacity strengthening and use of host-country stakeholders’ capabilities to ensure sustainable development for data- and evidence-driven service delivery and health system resilience.

The COP will lead the overall strategic direction, management, and execution of the Arakisa project. S/he is responsible for technical implementation, financial and administrative compliance, and oversight of project staff. The COP will be accountable for achieving the project's goals, delivering high-quality results, and maintaining collaborative relationships with USAID, the Ministry of Public Health, and its partners. ICF is seeking an experienced Chief of Party with a strong background in digital health architecture, health information systems, District Health Information Software (DHIS2), and data use. The successful candidate will have demonstrated experience leading similar projects in collaboration with government and other public and private stakeholders. The position will be based in Antananarivo, Madagascar.

Responsibilities:

Provide leadership and technical and strategic direction for this multi-million dollar, 5-year USAID investment.Serve as the primary liaison with USAID Madagascar, the Ministry of Public Health, and other key stakeholders, and ensure close collaboration with partners.Work closely with the Ministry of Public Health and the Digital Governance Unit to ensure that the project is aligned with national health priorities, strategies, and regulations, and supports the development of sustainable systems.Oversee project management processes to ensure projects results are delivered on time, within the budget and adhere to high quality standards.Provide strategic guidance to the project’s learning, documentation, and dissemination of findings, impact, innovations, and lessons learned.Ensure the project’s timely and complete submission of high-quality work plans, quarterly and annual reports, monitoring and evaluation (M&E) reports, financial reports, and any other deliverables required by USAID.Provide management oversight to administrative functions such as recruitment, procurement, personnel management, subcontract management, and logistics to ensure that procedures are in accordance with client and ICF policies and regulationsUse professional judgement in handling information and demonstrate sensitivity to project team, individual, and all levels of organizational concerns.Supervise project staff to assure highest standards of performance are achieved in accordance with ICF corporate-level policies.

Required Qualifications:

Bachelor’s degree in public health or related field8+ years of senior leadership experience on programs of similar size and complexity is required.8+ years of professional experience providing technical assistance related to digital health, information systems, and data use in lower or middle income countries.Prior experience managing USAID programsDemonstrated ability to work effectively with host country government officials and to build partnerships with national and subnational government agencies, private sector, academia, and local organizations.Experience working with DHIS2 and OHIE platforms and methodologiesFluency in English and French required. Malagasy proficiency preferred.
