DCAS Fiscal and Business Management (FBM) is responsible for effectively managing agency finances to ensure programs are funded for critical work, the agency is maximizing revenue opportunities, identifying efficiency opportunities, while preserving service delivery. FBM’s units include Expense Budget, Revenue Budget, Audits and Accounts, Nonpublic Schools Security Reimbursement Program and the Capital Budget Unit.
Under executive direction of the Deputy Commissioner, with extensive latitude for the exercise of independent initiative and judgment, the Chief of Staff (COS) advances the Deputy Commissioner’s priorities within the line of service, serves as a confidant to the Deputy Commissioner on matters of a sensitive or policy-making nature, provide guidance and counsel to the Deputy Commissioner on a variety of matters and ensures the day to day management of the Deputy Commissioner’s office. The Chief of Staff will be responsible for but not limited to the following:
- Contribute to the development and implementation of financial standards and procedures for FBM and DCAS at large
- Under the DC’s guidance, strengthen FBM’s internal procedures and processes
- Provide troubleshooting assistance to the DC on a variety of fronts, including taking responsibility for assessing and resolving issues brought to the DC’s attention.
- Support the delivery of high-priority special projects at the request of the DC
- Ensure high quality communication among agency staff and coordinate intra-agency meetings when necessary.
- Work with the HR business partner to advance FBM’s HR needs
- Serve as the Liaison to the DCAS communications and external affairs teams, coordinating responses to external inquiries
- Ensure FBM’s timely response in meeting City Council deadlines on DCAS Terms & Conditions budget reports
- Develop and implement protocols for briefing the DC in preparation for internal and external meetings to ensure the Commissioner’s time is effectively leveraged.
- In coordination with the Assistant Commissioner, prepare the DC’s briefing documents for external hearings
- Serve as FBM’s PMMR/MMR liaison, working with the Assistant Commissioner and Directors to ensure timely updates
- Perform various high level specialized managerial/executive functions at the DC’s request.
