General Statement of Duties
Reporting directly to the Fire Chief, the Chief of Staff serves as an executive level position responsible for coordinating the overall operational functions of the Fire Department. This role provides strategic and complex administrative support to the Fire Chief and assists with department wide initiatives and facilitates the execution of the Chief’s key priorities. The Chief of Staff functions in an administrative capacity carrying out special projects, managing critical department operations, and supporting the implementation of strategic planning as assigned by the Fire Chief. This position ensures the smooth integration of day-to-day activities and long-term objectives. In addition to overseeing operational functions, this role identifies and pursues funding opportunities to support department initiatives, including research, development, and submission of grant proposals. Further, the Chief of Staff collaborates with external partners and funding agencies to secure resources, aligning funding opportunities with department goals.

Knowledge of:
+ Fire Department operations, structure, and command hierarchy. Public safety policies, firefighting principles, and fire department-specific regulations.
+ State and federal legislative processes related to fire services, public safety, and emergency response.
+ Public administration principles and processes
+ Principles of strategic planning, risk management, and project management within a public safety organization.
+ Research methods; report preparation techniques applicable to fire service operations.
+ Communication strategies and techniques for public safety organizations and stakeholders.
+ Fire Department budgeting, procurement, and grant processes. City of Cincinnati internal operations, including interactions with City Council but not limited to those administered by the Human Resources Department, Civil Service Commission, Office of Procurement, Finance Department, and Office of Budget and Evaluation.
+ Best practices in grant writing, funding source requirements, and compliance with public sector funding protocols.
+ Local, state, and federal funding opportunities specific to public safety and emergency services.

+ Operate appropriate computer equipment; use properly all related hardware and software.
+ Operate assigned vehicle in the course of duty.
+ Develop and execute strategic initiatives that align with the Fire Department’s mission and objectives.
+ Analyze and present complex data, especially related to fire department performance metrics, budget management, and resource allocation.
+ Coordinate interdepartmental projects, particularly those involving public safety, emergency response, and community outreach.
+ Facilitate communications between the Fire Chief, other departmental leaders, and external stakeholders.
+ Identify, apply for, and manage grant-funded projects that support departmental growth and community safety programs.
+ Build partnerships with community organizations, government agencies, and other stakeholders to leverage funding and enhance department initiatives.

+ Evaluate funding needs within the Fire Department and develop strategies to address them through grants and other resources.
+ Draft compelling grant proposals and funding requests that align with departmental objectives and comply with funding agency requirements.

Required Education and Experience
A bachelor’s degree in business administration, public administration, or a relevant operational field is required, masters degree preferred; and, five years of experience in business management at a supervisory level, with a primary focus on strategic human resource management, project management, or change management.
Experience in or around public safety—such as fire services, law enforcement, military, or federal service—is preferred, as familiarity with public safety structures and protocols is highly valued for this role.
Relevant experience may be substituted for education, and education may be substituted for relevant work experience.
Working and Physical Conditions
Environmental Conditions:
Predominately indoor environments; exposure to computer screens; attendance at outdoor functions may be required.
Physical Conditions:
Duties require maintaining the physical condition necessary for sitting, standing and walking for prolonged periods of time; must be able to operate assigned vehicle.

Directs the work assignments and projects of fire department staff, including administrative and technical personnel, ensuring adherence to departmental policies and strategic goals.
Aids the Fire Chief by conducting research and gathering critical operational data and managing projects that enhance fire services and public safety outcomes.
Collaborates with Fire Department Assistant Chiefs and Divisional Managers to coordinate interdepartmental initiatives, manage resources, and ensure the efficient operation of the department.
Attends high-level meetings with the Fire Chief, providing necessary follow-up and support on fire department projects, special initiatives, and long-term planning efforts.
Researches and identifies grant and funding opportunities to support departmental priorities and enhance service delivery.
Writes and submits grant applications, ensuring all proposals are aligned with department goals and meet specific requirements.
Builds and maintains relationships with potential funders and partners, including government agencies, foundations, and community organizations.
Manages awarded grants, including tracking and reporting outcomes, ensuring compliance with grant stipulations, and evaluating impact on department operations.

SUPERVISION EXERCISED
Acts as the Chief’s designee to direct and coordinate work across the department, ensuring alignment with departmental goals and operational priorities. Exercises authority to guide the work of Assistant Chiefs, administrative staff, technical personnel, project managers, support personnel, and other designated teams on behalf of the Fire Chief. This includes leading department-wide initiatives, special projects, and cross-functional efforts related to budgetary, logistical, and operational tasks in public safety and emergency response.
While not directly responsible for the performance evaluations of Assistant Chiefs, the Chief of Staff is empowered to coordinate and direct their work on strategic initiatives and department objectives as authorized by the Fire Chief.

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.
Flexible Benefits Plans
Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.
Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program
City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation
As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
