Position Overview

The Chief Operating Officer (COO) oversees multiple areas of the company’s daily operations, specifically focusing on the Project Management, Construction Operations, and other key areas of the business. This leadership role requires a deep understanding of construction project management, operations, and business strategy to ensure all areas of the business are executed efficiently, on time, and within budget. The COO will work closely with the CEO, and Leadership team, to drive the company's strategic direction, streamline processes, enhance productivity, and maintain the highest quality and safety standards in all operations.

This role demands a dynamic leader with experience in design-build construction, operational efficiency, and project execution who develops strong relationships ensuring that each project meets quality, safety, and financial targets.

General Duties:

Direct daily operations from a strategic standpoint and ensure the company’s goals are consistently met. Evaluate and enhance existing strategies to improve operational efficiency, profitability, and market competitiveness. Collaborate closely with field leadership to align operations with overall business objectives. Stay current on industry best practices, technological advancements, and regulatory changes. Establish and enforce company-wide policies, procedures, and standards, promoting a culture of safety, quality, and efficiency. Represent the company in negotiations, business meetings, and public forums. Prepare regular reports for executive management, highlighting operational performance, challenges, and opportunities. Communicate effectively across all levels of the organization.

Financial Oversight:

Collaborate with the CEO and executive team to develop and implement business strategies, goals, and initiatives that align with the company’s vision. Provide accurate financial forecasts and develop strategies to optimize cost efficiency and revenue growth. Drive financial performance through effective budgeting, cost control measures, and resource allocation. Analyze financial data to make informed decisions, ensuring project profitability. Leadership and Strategic Responsibilities:

Lead and mentor a diverse team of managers and members across various functions, fostering a culture of accountability, teamwork, collaboration, and continuous improvement and innovation. Lead efforts to improve operational efficiency, cost-effectiveness, and client satisfaction. Conduct regular performance evaluations, identifying strengths and areas for development. Build relationships with key clients, suppliers, and industry partners to drive business growth and development.

Project Management Oversight:

Identify potential risks to project timelines, budgets, and quality and implement proactive measures to address challenges, ensuring all projects adhere to the highest safety and quality standards. Monitor project performance, KPIs, and deliverables to identify potential risks and opportunities for improvement. Lead, manage, and mentor the project management team to ensure effective delivery of multiple large-scale design and build construction projects. Facilitate project planning, execution, monitoring, and close-out activities.

Construction Operations Management:

Oversee all aspects of construction operations, from pre-construction planning to post-construction analysis, while ensuring safety, quality, and efficiency. Oversee contract administration, ensuring compliance with contractual agreements, regulatory requirements, and company policies. Resolve disputes and issues that may arise during construction, ensuring smooth project delivery. Create and manage program schedules to ensure timely completion of all project phases. Efficiently allocate resources across multiple concurrent projects, adjusting strategies as necessary to meet project requirements.

Education

Bachelor’s degree in Civil Engineering, Construction Management, Business Administration, or a related field; Master’s degree preferred.

Experience

Minimum of 15 years of experience in construction management, with recognized success in operations leadership within heavy civil construction, managing large-scale, high-value projects from initiation through completion. Focus on water infrastructure projects preferred. Proven ability in strategic planning, budgeting, and financial management, with a track record of leading complex construction projects. Proficiency in construction management software and project management tools.

Certification:

PMP (Project Management Professional) or similar certification is preferred.

Knowledge, Skills, and Abilities:

Exceptional leadership and communication skills, with experience managing diverse and remote teams to foster collaboration and drive continuous improvement. In-depth knowledge of construction processes, codes, safety standards, and regulations, coupled with a strong commitment to maintaining compliance. Expertise in risk identification, assessment, and mitigation to ensure project stability, safety, and success. Proven ability to lead change initiatives, including implementing new systems, processes, or tools that drive operational improvements. Strong emotional intelligence with the capacity to build and manage relationships effectively, ensuring collaboration and high performance within teams. Values strong internal and external partnerships, demonstrating high integrity and transparency to drive business success through teamwork.
