Chief Operating Officer - Health & Social Care - NHS Primary Care

Our client is a single Partnership comprising 27 Partners across 8 sites and 200 employed staff. The practices within the Partnership are a Primary Care Network (PCN) in their own right. Therefore, the Chief Operating Officer (COO) incorporates both duties of the Partnership and PCN.

The COO is a member of the Board of Directors (BoD) and provides leadership, vision and operational management to ensure the organisation meets its short-term and long-term objectives. The COO helps create enduring policies and organisation culture that strengthens operational efficiency and effectiveness. The main duties and responsibilities include:

Manage the business finances as per the Standing Financial Instructions. Overseeing the daily business, administrative operations and staffing structures and improving operating procedures for optimal efficiency, ensuring resources are effectively deployed. Assessing and enhancing the efficiency of internal and external operational processes. Leading and motivating staff to achieve targets and objectives, releasing their full potential and therefore that of the organisation. Mentoring and inspiring employees to key into the vision, values and principles. Establishing policies that improve and promote the organisation’s vision and culture. Evaluating organisation performance and recommend strategies to improve results. Collaborating with management and other stakeholders to raise capital and carry out other business- expanding strategies. Identify and understand organisation risks and develop strategies to mitigate them. Maximise opportunities for service development and new models of care, maximising new thinking, including the use of digital and other technologies, staff skill mix and innovation. Be aware of the external environment, challenges, opportunities, threats and ensure the organisation is best placed to respond. Build and protect the organisational reputation for high quality patient care, being a good employer and being the organisation others want to partner with.

Although the COO will be 80% inward facing there will be a partial outward facing role, working within the Integrated Care System (ICS) alongside the PCN Clinical Director in developing strong relationships and engagement with a range of stakeholders across the PCNs, Community Providers, Member GP Practices and Locality.
