Summary
Reporting to the Senior Vice President, Chief Information and Digital Officer (CIDO) , the CTO is an enterprise level executive and will oversee all IT infrastructure services across UM and UHealth in support of education, clinical care , and research missions. They will provide strong tactical, logistical and strategic leadership in support of a transformational executive team vision. The CTO will manage multiple technical departments including End User and Server Devices , Cloud Platform Engineering & Operations , Network , Data Center & Communications , Infrastructure S oftware & S ervices , and Infrastructure Architecture. The role will lead the delivery, support and planning of a wide variety of technology platforms in a critical 7x24x365 patient care, education and research environment.
The CTO will develop and implement measurable tactics to meet the growing demand for IT through people, process and technology programs. They will develop strong relationships across the organization to influence and manage buy-in for technology direction and emerging industry trends. The CTO will work closely with the CIDO and other leaders to provide management of the technology and operations functions of the IT Division and create a n environment focused on end user satisfaction.
The CTO must possess exceptional communication skills and serve as a technology evangelist for the institution . The successful candidate will be relationship focused and service driven , enabling a h igh ly available , infinitely scalable, and long-term sustainable technology eco-system . The CTO must be a strong leader with the ability to develop and deliver a vision for IT working in a large and complex organization. The CTO will have deep knowledge and a proven track record of successfully implementing advanced technology solutions that dramatically improve operational efficiency and the overall user experience. The incoming CTO must possess a highly inquisitive and creative mind, superior analytical and implementation skills, and the ability to fearlessly lead and interact at a high level with other executives and drive change management across the enterprise .
Responsibilities
The successful Chief Technology Officer candidate will:
+ Provide enterprise-wide leadership in developing and executing a comprehensive technology infrastructure plan that is aligned with the mission and strategic priorities of UM .
+ Key contributor to the ongoing development and implementation of the organization's Information Technology tactics, logistics and strategy.
+ Create a culture of quality customer service and innovation that is aligned with organization's goals and mission.
+ Responsible for managing technology operations, tracking technology trends, driving technology enabled innovation and facilitating technology investments across the enterprise.
+ Participate as a member of senior management in establishing governance processes of direction and control to ensure that objectives are achieved, risks are managed appropriately, and organization's resources are used responsibly, particularly in areas of technology.
+ Partner with key stakeholders to ideate, experiment and pilot new opportunities that advance education, research and clinical care.
+ In partnership with the CISO, continue to evolve the information security program to ensure that information assets are adequately protected.
+ Ensure the delivery of modernized technology including cloud to support digital, clinical, research and academic environments.
+ Direct policy and procedure implementation, job documentation, and training for operations staff while adhering to the highest level of quality.
+ Perform project analysis and acts as liaison to the UM community, vendors, and potential users while maintaining a customer satisfaction mentality.
+ Provide both long- and short-range budget and capacity forecasts for technology infrastructure services, including hardware and software systems, services, and operations.
+ Interact with students, staff, and faculty to resolve complaints and issues related to appropriate use of technology and institutional or personal information.
+ Interact with Risk Management, Internal Audit, University Counsel, and other internal "control" units, and with external judicial authorities to ensure mutual cooperation .
+ Assess and report on computer systems and telecommunications risks within the U M technology environment.
+ Ensure internal control oversight and compliance with laws and regulations, safeguarding of assets, compliance with UM policies and procedures, reliability of internal and external reporting, and efficiency and effectiveness of operations.
+ Develop effective means to communicate project milestones, needs and challenges to the CI D O, IT Leaders and other senior administrators.
+ Implement technology platforms, support and strategies that align with, and support the rapidly growing and changing enterprise needs of organization.
+ Attend conferences and trainings and performs presentations for collegial exchange.
+ Establish, maintain and apply up-to-date knowledge of technology standards, industry trends, emerging technologies. Share those trends with other leaders to inform the current and future technology strategy of the organization.

Candidate Qualifications
Education/Certification
+ Bachelor’s Degree in relevant field required , Master’s Degree in relevant field preferred .
Knowledge and Work Experience
+ Minimum 3-5 years of experience in a CTO role.
+ 10 years relevant experience leading IT infrastructure services in complex organizations such as Hospitality or Healthcare .
+ The ideal candidate will have senior level technology leadership experience, such as a CTO, with a proven track record of accomplishments leading IT infrastructure services in complex organizations.
+ This leader will be a strategic and results-oriented executive with broad based, progressive experience.
+ Experience with deploying infrastructure in support of digital health.
+ Prior experience delivering high availability systems in a 24/7 environment across complex enterprise.
+ Success in supporting major transformation initiatives.

+ Must understand meeting the service needs of academic and administrative technology users in a higher education environment.
+ Ability to reason logically and creatively and to learn and utilize new technologies .
