Summary The Chief Technology Officer (CTO) is in the Administrative Office of the U.S. Courts (AO), Department of Technology Services (DTS). DTS develops, delivers, and manages the Judiciary's nationwide IT systems and services. Responsibilities The Administrative Office of the U.S. Courts (AO), Department of Technology Services (DTS) is seeking an exceptional leader to serve as the Chief Technology Officer (CTO). The CTO is responsible for developing and maintaining a long-term technology strategy, evaluating potential emerging technology solutions, delivering enterprise architecture and standards, and advocating technology best practices that maximize effectiveness and efficiency. The CTO serves as the Technology Services Office (TSO) Office Chief and is a member of the AO's and DTS's senior management team. The CTO participates in various Judiciary advisory groups and committees; accordingly, the position requires close collaboration with Judiciary information technology program managers, functional line-of-business managers and executives, AO and court unit executives, as well as with federal judges. The high-visibility and broad-reaching impact of this work requires the incumbent to have a mastery level of program management, strategic planning, and mission-focused service execution along with impeccable written and verbal communication skills. The CTO reports directly to the Associate Director for Technology Services/Chief Information Officer (CIO). The duties of the Chief Technology Officer include, but are not limited to: Establishing and maintaining an enterprise innovation plan, ensuring technologists and business representatives are able to reach their full potential. Advising the CIO on how to best leverage technology and innovation to improve the effectiveness and efficiency of the Judiciary. Coordinating the Judiciary's internal and external initiatives around emerging technology and innovation, including research and development. Highlighting innovative technology and advancements inside and outside of the Judiciary. Developing an innovation, enterprise architecture, and standards program that aligns with the Judiciary's strategic direction. Serving as a chair of regular IT strategic planning and IT enterprise architecture sessions, maintaining productive interactions with stakeholders, reporting on the IT strategic planning and IT enterprise architecture processes, and ensuring existing and emerging IT solutions align with strategic planning objectives and the Judiciary's IT architecture Defining and leading an enterprise architecture based on the continuous quality improvement process throughout all program and service areas. Developing regular and ongoing opportunities for staff and customers to give feedback on the strategic direction. Providing strong inspirational leadership and cultivating high-performing teams through recruitment, training, and retention strategies; timely performance evaluation; adequate management development; and succession planning for subordinate staff. Identifying and facilitating the resolution of strategic planning concerns among various mission and administrative entities. Ensuring daily activities operate smoothly, effectively, and efficiently. Developing, establishing, and enforcing operating procedures and protocols consistent with DTS and Judiciary policies. Maintaining and expanding lines of communication to keep all affected stakeholders informed of critical issues. Promoting intuitive reporting mechanisms and techniques. Formulating annual budgets, managing effectively within approved resources, and reporting accurately on progress made and challenges encountered. Prioritizing limited resources to the most productive uses to create maximum value for the Judiciary. Qualifications Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialize Experience: Applicants must have at least one full year (52 weeks) (preferably three years) of specialized experience equivalent to the GS-15/JSP-15/CL 31/PB-2F level which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience leading and managing a large and diverse information technology organization or office. This experience must be evidenced by effective management of people and resources, sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Describe your progressive, executive-level experience in information technology and enterprise architecture issues, processes, policies, standards, techniques, models, artifacts and methodologies and the ability to apply these, as required, to formulate and advance the definition and documentation of an agency-wide enterprise architecture. Describe your experience developing a vision and strategy for a large information technology organization and aligning budget and implementation plans to that strategy. Describe your experience developing and implementing strategic thinking processes in an evolving information technology infrastructure environment. This includes providing advice and input to decision-makers, identifying and implementing information technology best practices, and developing, building, and or maintaining a state-of-the-art information technology system. Describe your executive-level interpersonal skills in communicating, negotiating, and persuading others to build consensus and facilitate "win-win" situations. This includes experience in innovation, re-engineering, collaboration, and building coalitions to respond to customer needs and management issues and the demonstrated ability to present complex technical issues in clear, concise terms. Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ).
