Job Title: Child Care Billing Specialist, ETSD
Department: Employment & Training Services Department (ETSD)
Reports To: Child Care Quality Assurance Manager

General Functions:
The Child Care Billing Specialist will process Child Care Assistance and Tribal TANF Child Care billing reports and calculate payments at the maximum amount allowed based on the child care authorization in adherence to federal, state and program policies. The Child Care Billing Specialist will assist the child care staff in the daily operation, convey information about the Child Care Assistance Program and Tribal TANF Child Care Assistance to parents and providers, and reply to requests concerning payment disbursements or billing inquiries.
Duties and Responsibilities, including but not limited to:
Ability to adhere to the ETSD customer service plan.Ability to treat participants with respect and understanding.Ability to become proficient with the 477 database.Ability to become familiar with PL 102-477, Child Care Assistance Policies, Tribal TANF Child Care Assistance Manual, and its applications to childcare.Ability to explain child care services to applicants and providers.Train and/or assist ETSD staff and answer questions about how to complete childcare authorizations.Accept to enter and update applicant information into the Child Care Database.Electronically process and calculate billings from providers in a timely manner.Electronically mail out parent/provider “notice of action” letters in a timely manner.Record provider payments in the Child Care Database.Demonstrated ability to scan and mail provider checks.Respond to participant requests via phone, fax, and e-mail in a timely manner as necessary.Respond to provider requests via phone, fax, and e-mail in a timely manner as necessary.Record all types of contact in the counseling notes in the Child Care Database.Perform accurate data entry while maintaining and monitoring participant eFile.Provide Information and refer families needing Special needs Supplemental Payments to appropriate vendors and follow up in incorporating vendor recommendations for accurate authorization if eligible.Demonstrated ability to conduct orientation sessions for child care providers about the Child Care Assistance Program describing eligibility criteria and program overview.Attend case staffing, departmental, agency, and community meetings.Travel to childcare meetings, workshops, and conferences as directed.Maintain confidentiality according to regulations, policies, and procedures.Performs all other related duties as needed and assigned.
Job Responsibilities Related to Participant Privacy:
Employee is expected to actively participate in CITC privacy training and to protect the privacy of participant information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law. Failure to comply with CITC's policies and procedures on participant privacy may result in disciplinary action up to and including termination of employment.Employee may access protected health information and other participant information only to the extent necessary to complete job duties. Employee may only share such information on a need to know basis with others who have job responsibilities related to treatment, payment, or other CITC operations.Employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of the policy to the designated Privacy Officer.
Job Specifications:
Demonstrated ability to work independently with minimal supervision.Demonstrated ability to operate computer, printer, photocopier, multi-line phone, fax, and other general office equipment.Demonstrated knowledge of and ability to perform basic math calculations such as: addition, subtraction, multiplication, division, and calculating percentages.Demonstrated knowledge of various software applications and general office procedures.Demonstrated ability to work as a team member.Demonstrated exceptional customer service skills.Excellent verbal and written communication skills.Demonstrated knowledge and understanding of the social, health, education, and training and cultural needs of the Alaska Native and American Indian community.Demonstrated ability to coordinate multiple activities.

Minimum Qualifications:
High school diploma or GED.Two (2) years’ experience in a related field.Continued employment is contingent upon receipt of a satisfactory report from a state and federal background check.Valid Alaska Driver’s License and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age.
Physical Requirements:
Primarily works in an office setting, with extended periods of time at a desk and on a computer.
