Responsibilities Serves as the Child and Youth Services Program Specialist and recognized Subject Matter Expert within the Programs Branch of IMCOM G9. Provides oversight for the operation of Child Development Centers (CDCs), School Age Centers, Youth Centers and works under the general supervision of the Programs Branch Chief. Ensures CDC Programs conform to all applicable DoD and Army policy, IMCOM G9 standards, laws, and with the most current applicable industry standards. Oversees and monitors implementation of policies, plans, standards, and procedures for Child Development Centers, School age centers and Youth centers and provides operational guidance for CYS Programs Army-wide. Provides content for operational materials and tools (i.e., inspection manuals, field operational handbooks, checklists, and training) for Army-wide implementation. Communicates program's strategic key messages through written and visual mediums such as information and staff papers, slides, reports, flyers and brochures. Develops and revises operational guidance to assist professional staff in carrying out their assigned duties in areas such as: Budget, personnel management, child accountability, staffing and ratio management, staff observations, training, and customer service. Analyzes CDC program and inspection data to identify trends and strategies for program improvement. Provides technical assistance through workshops, process action teams, on-site visits, web-based and classroom training, and inspections. Works cooperatively with other divisions to ensure general effectiveness and consistency with current educational philosophy, objectives of the program, and policies of the organization. Develops contract specifications to include acquisition plans and statements of work for program materials and services. Serves as a Contract Officer Representative as required. Monitors compliance with DoD certification requirements. Assists CYS programs in achieving and maintaining national accreditation or Army equivalent and maintains accreditation data. Maintains up-to-date statistical data for planning and reporting purposes IAW IMCOM G9.Assumes all other duties as assigned to support the mission and meet Army directed goals. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying). Basic Education Requirement: 1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood education, child development, elementary education, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child psychology, sociology of the family, developmental psychology, social work with child/family emphasis); OR 2. Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study. Transcripts are required to validate that you meet the education requirement. In addition to the above, candidate must possess program administration experience which included the management and delivery of one or more large, facility-based programs (i.e., Child Development Centers, Family Child Care, and/or School Age Care). This experience must have included: 1. Leadership experience; financial management; personnel management; curriculum development and implementation; conducting staff training; and evaluating program effectiveness and child development outcomes against applicable standards, policies, and procedures. 2. Must possess an in-depth working knowledge of national accreditation processes for early childhood or school age care programs, gained through leading a program through successful accreditation. 3. Must have demonstrated experience in implementing social - emotional pyramid model practices in early childhood programs. 4. Must have experience interpreting policy and writing operational guidance. 5. Demonstrated verbal communication and writing skills obtained through the development and delivery of formal presentations, briefings, info papers, etc. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit. Experience working in CYS programs at the region/directorate or HQ level. Experience with adult learning techniques and strategies and experience training adult learners. Experience working with outside organizations such as NAEYC, NAFCC, COA, CDA, Teachstone, McCormick Institute, Teaching Strategies, Boys and Girls Club of America (BGCA), NAYS and 4-H programs. A minimum of 5 years of experience as a CYS Program Manager/Facility Director, Child/Youth Administrator, Training Specialist, Lead Training Specialist, CYS Coordinator, or equivalent. Skill in the administration and interpretation of the environmental, program, and child abuse probability assessments.
