In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The Department of Children, Youth, and Families (DCYF) Agency is effective July 1, 2024.

As the DCYF Child Support Division Director you will:
+ Lead the legislative processes associated with child support in the State of Minnesota. Focus on improving the well-being of children and their families by influencing federal and state laws and regulations.
+ Be responsive to program participants' experiences and to the changing needs of Minnesota families, particularly those of low income.
+ Ensure the management of the program's operations in a continuous quality improvement environment based on the use and interpretation of fiscal, statistical, demographic and program data to support fact-based decision making.
+ Engage county and tribal child support agencies to adopt a performance culture leading to increased effectiveness and efficiency.
+ Influence, advise, and lead the strategic and tactical direction of the child support program and division to achieve the long-term goals of the organization.
+ Incorporate knowledge of national, state and local trends, laws and regulations in long range planning for a future which may involve alternate child support service delivery models.
+ Develop effective relationships with legislators, lobbying groups, agencies and organizations whose work affects or is affected by the direction, development or modification of child support program policy and operations.
+ Provide the public face of a state program that deals with sensitive and controversial issues related to family relationships and responsibilities.
+ Provide leadership to and direct the development of program policy initiatives using an equity lens in all actions (policies, processes, planning, budgeting, and decision-making).

Demonstrated leadership experience*
*Leadership experience can include:

+ A paid/unpaid positionleading a program orchairingacommittee(e.g.ERG) - experience must include:
+ 1+yearofexperienceidentifyingissues,goals and strategicactions
+ 100+hoursperyeartimecommitment
AND
4 years of experience in child support services, family law, or a related field and working with child support guidelines . Experience must demonstrate:
+ Strong knowledge of federal and state laws governing child support, family law, and court procedures.
+ Excellent interpersonal, communication, and negotiation skills, with the ability to build effective relationships with diverse stakeholders.
+ Strategic planning, coordination and administration of operational functions
+ Strong organizational skills, with the ability to prioritize and manage multiple projects simultaneously.
+ Ability to handle sensitive and confidential information with discretion
+ A commitment to advancing positive outcomes in diversity, equity, inclusion, and antiracism for colleagues and the people DCYF serves.
**Preferred Qualifications**
+ Knowledge of state and federal government programs and their interrelationships and an understanding of human services policy and procedures,
+ Ability to work with executive leadership.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
