Reports to the City Engineer. Primarily and most frequently the work done here is performed as team leader with a defined functional area and more expertise and strategic focus. Essential Responsibilities and Duties + Directs, supervises, and/or performs traffic engineering studies, including the collection and analysis of pertinent data; + Participates in development of the City's master plan, recommending road improvement projects and bike/pedestrian improvements; + Oversees planning and review of street and highway improvement programs, acting as City liaison with State and Federal agencies; + Presents reports on transportation proposals and projects to the City Council and the Planning Commission; + Supervises design of traffic signal systems and development of engineering improvements in systems and equipment; + Oversees installation, repair, and maintenance of all traffic signals and control devices, conducting field inspections and public hearings as required; + Participates on various committees and commissions concerned with transportation and related safety needs of the City and the region; + Prepares the division budget and monitors expenditures; + Responds to public inquiries and complaints and/or or directs responsible staff to provide reports and technical information as appropriate; + Supervises subordinate staff, to include all personnel functions; + Performs related duties as assigned. Education, Experience and Skills Minimum Qualifications: + A combination of education and experience equivalent to graduation from an accredited college or university with a major in civil engineering, transportation planning, or related fields of study required. + (Five years of highly relevant work experience may substitute for one year of the required higher education.) + At least three (3) years of professional-level traffic engineering experience, including demonstrated knowledge of laws, rules, regulations, policies, and procedures related to roadway safety required. Preferred Qualifications: + Possession of bachelor's degree, master's degree, and/or Professional Engineer (PE) certification is preferred. + Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia. Skills: Must possess the ability to plan and manage a comprehensive traffic engineering program and to interpret and apply local, State, and Federal laws, rules, and regulations. In addition, must demonstrate strong communications skills and the ability to establish and maintain effective working relationships with public officials and the public, other executives, and a diverse technical staff. Physical Conditions & Additional Information Standard work environment with daily exposure to outdoor field visits to investigate traffic-related issues. Occasional night meeting attendance required. Our plan has a 5 year vesting period and an employee contribution of 5% of salary. + A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary.
