Responsibilities The selectee for this position will serve as a developmental engineer carrying out conventional or routine civil engineering assignments. This is a trainee position with a Full Performance Level (FPL) of GS-12. Major Duties include, but are not limited to: Performing routine engineering analysis assignments associated with technical planning activities. Assisting in conducting civil engineering facility examinations, reviews, and/or inspections. Participating in engineering studies, evaluations, design and/or modifications of new or existing structures. Providing engineering support in connection with regulatory program oversight, policy, review of regulatory compliance issues, and resolution of engineering related issues. Working with contracting officer to implement and administer construction, service, or supply contracts. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. BASIC QUALIFICATION REQUIREMENT for the 0810 series: Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). OR Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. OR Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. OR Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination. OR Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration. In addition to meeting the Basic Qualification Requirement above, you must also meet the minimum qualification requirements described below. Specialized Experience for GS-07: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing at least two (2) of the following tasks: 1) applying civil engineering concepts, principles, or theories to solve simple engineering problems; 2) using software applications, databases, or automated systems to accomplish routine engineering assignments; 3) participating in routine engineering design studies or projects; and/or 4) performing basic field inspections or testing of construction projects under the direction of more experienced inspectors, testers, or engineers. OR Successfully completed a bachelor's degree in engineering AND meet one of the following Superior Academic Achievement (SAA) Provisions: 1) Maintained a grade-point average of "B" (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 2) Maintained a grade-point average "B+" (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 3) Rank in the upper one-third of your class in the college, university, or major subdivision. 4) Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. OR Successful completion of at least one year (18 semester hours) of graduate level education in engineering or a closely related field that provided the knowledge, skills, and abilities necessary to successfully complete the work of the position. OR Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering from an accredited institution. OR Successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree OR master's degree or higher in engineering or a closely related field that provided the knowledge, skills, and abilities necessary to successfully complete the work of the position OR Successful completion of a combination of education and experience as described above. When combined the total must equal at least 100 percent to qualify. OR Successfully completed a bachelor's degree in engineering with Superior Academic Achievement (SAA) AND have at least one year of professional engineering experience. (You must submit transcripts, and your resume must clearly describe your relevant experience.) OR Successfully completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND have at least one year of professional engineering experience. (You must submit transcripts, and your resume must clearly describe your relevant experience.) NOTE: Professional engineering experience is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve driving motor vehicles to work sites, some of which may be remote, and include overnight stays in remote locations. Working Conditions: The work involves regular and recurring exposure to moderate risks, discomforts, and unpleasantness such as: high noise levels, infectious materials, or toxic or irritating chemicals; travel in safety approved small aircraft and watercraft; high winds and low or high temperatures; infestation of dangerous reptiles or poisonous plants, snakes, or insects; adverse weather conditions; noxious fumes; flammable liquids; or radiation. The work involves performing tasks in close proximity to rotating heavy mechanical and electrical machinery and may involve working within confined spaces for extensive periods of time.
