SUMMARY

 

Civil Engineer/ Construction Manager -  Serve as a quality assurance specialist supporting the US Army Corps of Engineers during the construction phases of airfield runway projects at Ellsworth AFB, Rapid City, South Dakota.  The design review phase will be part-time and will take place during the winter of 2024, and construction phase will be full-time at the site from March through November 2025. All airfield subgrade work and concrete placements will be attended and witnessed in their entirety to ensure proper materials, techniques, and methods are employed by the construction contractor. The candidate should have thorough experience and knowledge of earthwork and placing concrete and asphalt pavement.

 

November 2024 – March 2025 – Remote with up to 4 site visits to Ellsworth AFB, SD.  Work will require approximately 166 hours from November 2024 – March 2025.  Work will primarily entail review of contract documents and submittals to familiarize the specialist with the upcoming 2025 work and can be spread over the winter or performed in the weeks preceding start of on-site construction. 

 

March 2025 – November 2025 – On-site at Ellsworth AFB, SD.  Work will be full-time (40 hours/week) during this period for a period of 8 months, at which time the position will no longer be needed.

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position, and are not intended to reflect all duties performed within the job. Other duties may be assigned.

Working under the Resident Engineer, independently perform tasks required to ensure strict adherence to specifications, drawings, and all contract documents on assigned airfield runway project(s).Work closely with supervisors on resolving technical issues affecting assigned projects. Attend and participate in coordination meetings with Project Managers, customers, and contractors to address and resolve outstanding problems, safety concerns, or potential delays which could negatively impact the project.  Review Government contract plans and specifications to comprehend construction requirements and design criteria.Review contractor-submitted plans and technical submittals including progress schedules, safety, and quality control plans, certifications, and shop drawings for contract compliance. Work closely with and support Quality Assurance Representatives (QARs) who may be assigned to airfield projects.   Recognize proper and improper materials, methods, and testing associated with airfield construction and take appropriate action when non-compliance with contract requirements is encountered.Provide solutions and problem-solving skills if issues occur during construction.Request QA testing & inspections when required.Provide feedback to supervisors on contractor submittals, proposals, RFIs, and schedules.Document all findings and observations as required by the Resident Engineer.Review safety procedures and processes with team members onsite  and enforce contract safety requirements including USACE Safety Manual EM385-1-1. Required (Minimum) Qualifications

Must have:

3-5 years of pavement experience (airfield paving preferred)A Bachelor’s Degree in Engineering, Construction Management, or applicable field.

Knowledge, Skills, Abilities, and Other Characteristics

Familiarity with the Microsoft Suite and construction management software.Familiarity with ACI or military specifications regarding airfield concrete design and construction.   Valid Driver’s LicenseTreats people with respect; Keeps commitments; Inspires the trust of others; Works with integrity and ethically; Upholds organizational values.Recognizes and promotes a culture of safety

Preferred

Completion of USACE’s Construction Quality Management Course. Experience using USACE Safety Manual EM385 1-1

The employee must occasionally lift and/or move up to 25 pounds. Vision and hearing must be such that site safety concerns or warnings are readily perceived.  Additionally, the ability to read contract plans and specifications is required for this position.  

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

The employee will work in a temperature-controlled office environment, as well as on construction job sites. Job sites may be outdoors, or indoors. During visits to construction job sites, the individual may be exposed to: extreme cold or hot weather conditions, hazardous noise, fall hazards, confined spaces, excavations, live traffic, fumes, or airborne particles, toxic or caustic chemicals, hazardous materials, unexploded ordinance, and dimly lit areas.

SUPERVISORY RESPONSIBILITIES

Direct Supervisory responsibilities are not required for this position, but the position requires the ability to serve as the lead airfield quality assurance specialist and to influence the outcome of decisions within the project delivery team and with Contractors and owners.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
