**GENERAL SUMMARY:** Under the general supervision of the City Engineer, Assistant City Engineer or Civil Engineer II (if Civil Engineer I) perform engineering duties in planning, budgeting, designing, and overseeing construction, maintenance and management of city infrastructure in compliance with state and federal regulations, including the sanitary sewer collection system, stormwater management facilities, potable water distribution facilities, roads, and fiber optic communication facilities; perform civil engineering design and supervisory work; supervise Engineering Technicians, Inflow and Infiltration (I&I) Inspectors and support staff; and perform other duties as assigned.
**DISTINGUISHING FEATURES OF THE CLASS:** Work in either class involves the technical responsibility for the design, construction and management of streets, sanitary collection and storm water management systems, water main, fiber optic lines and municipal projects. Work involves administrative and budgetary duties for Civil Engineer II. Both positions supervise employees and direct the work of consultants in preparing construction plans and specifications, inspecting construction activity and handling project financing; and help ensure City compliance with the federal Clean Water Act. Work is performed in accordance with established standards and policies. Employees are expected to exercise individual initiative, judgment and discretion. The City Engineer, Assistant City Engineer or a Civil Engineer II (if Civil Engineer I) provide general supervision and review work through observation, conferences and results achieved.
**Job Duties**
**JOB DUTIES:**
+ Write and submit reports to the state and federal government relating to state and federal environmental regulations compliance.
+ Coordinate activities and studies related to identifying and eliminating the I&I of non- wastewater into the sanitary sewer collection system; with Survey Crew and Technicians to create computer-aided design and construction plans for bidding; and safety or regulatory compliance activities.
+ Analyze flow meter data, smoke testing data, CCTV footage, SCADA, and other means to identify and eliminate I&I.
+ Manage the sanitary sewer and stormwater collection systems EPA SWMM H&H computer model.
+ Review proposed public and private developments determining sanitary sewer and stormwater collection systems and infrastructure impacts.
+ Develop and oversee capital improvement program (CIP) projects: outlining project need and source of funding, designing improvements and preparing bid/construction documents under the direction of a Professional Engineer, and managing staff and contractors through construction.
+ Calculate estimated total cost of proposed public improvements.
+ Visit facilities and sites meeting with effected property owners and public, assigned staff and contractors ensuring project goals, budget limits, and public mitigation.
+ Explain project and program details to the City Council, City staff members and the general public; and give presentations.
+ Seek feedback and input from citizens, stakeholders and project partners.
+ Ensure project or program success.
+ Develop technical methods or processes.
+ Evaluate technical data to determine effect on designs or plans.
+ Implement design or process improvements.
+ Analyze operational data to evaluate operations, processes or products.
+ Supervise staff (if Civil Engineer II).
**KNOWLEDGE, SKILLS AND ABILITIES:**
**Engineering and Technology** - Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and construction of public improvements.
**Building and Construction** - Knowledge of materials, methods, and the tools involved in the construction or repair of public infrastructure such as highways and roads, sewer, drainage, and water distribution systems, and broadband communications.
**Design** - Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
**Administration and Management** - Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
**Law and Government** - Knowledge of laws, legal codes, precedents, government regulations, executive orders, and agency rules.
**Critical Thinking, Judgment and Decision Making** - Thinking about the pros and cons of different ways or options to solve a problem, and picking the best one.
**Time Management** - Managing your time and the time of other people.
**Deductive and Inductive Reasoning** - Using or making general rules or coming up with answers from lots of detailed information to solve problems.

**Qualifications**
**REQUIRED QUALIFICATIONS FOR CIVIL ENGINEER I:**
+ Bachelor's degree in Civil, Municipal, Water Resource, Environmental Engineering or related field.
+ Possession of an Engineering-In-Training (EIT) Certificate or ability to obtain within six months of appointment.
+ Possession of a valid state driver’s license and automobile insurance consistent with City requirements by first day of appointment.
**REQUIRED QUALIFICATIONS FOR CIVIL ENGINEER II:**
+ Bachelor's degree in Civil, Municipal, Water Resource, Environmental Engineering or related field.
+ Five years of experience performing municipal engineering work.
+ Registration as a Professional Engineer by time of appointment.
+ Registration as a Professional Engineer with the Iowa State Board of Engineering Examiners within six months of appointment.
+ Possession of a valid state driver’s license and automobile insurance consistent with City requirements by first day of appointment.
**Supplemental Information**
**RESIDENCY REQUIREMENT:** Employee shall establish their principal place of residence within fifty (50) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
