To qualify at the GS-8 grade level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience in contracting as a Contracting Officer's Representative (COR), and operation and upkeep of database systems. To qualify at the GS-9 grade level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-8 level in federal service having demonstrated experience in contracting as a Contracting Officer's Representative (COR), or Contract Specialist (CS) on construction contracts, professional services contracts, professional services contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Education This vacancy announcement allows substituting education for experience at the GS-8 and GS-9 grade levels. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
