BASIC PURPOSE
Under supervision of a Engineering Manager, performs professional-level civil engineering work in connection with a variety of Public Works projects. The Civil Engineer analyzes, researches, plans, and designs municipal structures and systems, reviews development plans, and/or leads technical support staff in the work of the assigned section. Incumbents frequently use professional judgment in analyzing engineering data and system problems. May be assigned to perform limited section supervisory responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties include but are not limited to the following:
General Responsibilities:
+ Regularly takes initiative in recommending changes in work methods, policies, and procedures to improve levels of service delivery and improve overall operating efficiencies.
+ Monitors day-to-day operations and anticipates and troubleshoots problems where needed.
+ Routinely detects and prevents errors or mistakes that would prove costly or could seriously disrupt a City service or project.
+ Performs feasibility studies leading to conceptual designs and preliminary engineering estimates as assigned. Presents project alternatives, if applicable.
+ Assesses environmental concerns related to assigned projects and assesses environmental impacts of project alternatives.
+ Prepares or assists with preparation of grant applications and supporting studies, documentation, and data on assigned projects.
+ May represent the City at inter-agency meetings, Council meetings, committee meetings, or with contractors or citizen groups as assigned.
+ May assist in inspection of construction projects for conformance to specifications and preparation of contract pay estimates.
+ May assist with construction administration, including in-house and consultant designed projects.
+ Uses AutoCAD, database, spreadsheet, word processing and other software to complete tasks.
+ Usually perceives when non-routine activities are required and offers to help without needing to be asked.
+ Makes efforts to modify workload to assist with an emergent problem, assignment, or project whenever feasible.
+ Works overtime as assigned.
Specific functions within Water Resources include, but are not limited to:
+ Coordinates with other public works staff and other City departments to develop scope of work. Assists with cost estimates for budget requests and manages the schedule and design requirements for a wide variety of capital projects.
+ Manages the consultant selection process for Architect/Engineering (A/E) firms including writing Requests for Qualifications, determining scoring criteria, assembling selection teams, reviewing qualifications, and contract negotiations.
+ Manages professional service contracts for A/E firms.
+ Serves as liaison between project stakeholders and A/E firms.
+ Reviews consultant plans, specifications, and estimates.
+ Prepares permit applications for City projects.
+ Writes project specifications and reviews consultant technical specifications.
+ Advertises projects for bidding and bid evaluation and assists City staff with the small works roster and cooperative contract purchasing.
+ Manages public outreach on projects impacting the public or other organizations.
+ Assists with administration during construction, including pre-construction conferences, project meetings, inspections, pay estimates, tracking schedule and working days, writing notices/letters, documenting changes, and project closeout.
+ Position may also assist with design, plan review, construction administration, and inspection on utility and transportation projects as needed.
+ Leads and directs technical support staff on assigned project(s); i.e. schedules work, reviews work for accuracy, coaches or trains as appropriate, and ensures timely completion of project design work. Refers all performance issues to immediate supervisor for resolution and participates in joint problem solving as appropriate.
Utilities/Water Resources:
+ May develop plans, specifications, and estimates for water, wastewater, stormwater and reclaimed water projects.
+ May prepare isometric, perspective, and working sketches (primarily in AutoCAD and manually).
+ May prepare planimetric and topographic maps and prepares map from own field data.
+ Leads and directs technical support staff on assigned project(s); i.e. schedules work, reviews work for accuracy, coaches or trains as appropriate, and ensures timely completion of project design work. Refers all performance issues to immediate supervisor for resolution and participates in joint problem solving as appropriate.
+ Conducts plan review of water, wastewater, stormwater and reclaimed water projects for conformance to all guidelines and specifications.
+ Assists with construction administration and inspection duties including review submittals, updating the Record of Materials, material quantity review, as-built drawings, force account inspections, and distribution of construction notification letters.
+ Assists with plan review and inspection of utility construction projects (private and public) for conformance with all applicable requirements, guidelines, and specifications.
+ Assists with implementation of the City of Lacey Stormwater Design Manual, Public Works standards, and Lacey Municipal Code.
+ Coordinates and collaborates with colleagues in the region on policies, plans, studies, and updates to utility regulations, standards, and municipal codes.
+ Assists with long range planning for utility projects and programs.
+ Assists in analyzing current utility systems for deficiencies and makes recommendations for improvement in design and operation.
+ Reviews work for accuracy, coaches or trains as appropriate, and ensures timely completion of work.
+ Ensures all work complies with City public works development guidelines, policies, standards, and associated federal, state, and local laws and regulations. Refers all performance issues to immediate supervisor for resolution and participates in joint problem solving as appropriate.
QUALIFICATIONS
REQUIRED QUALIFICATIONS:
A Bachelor's degree in Civil Engineering or registration as an engineer-in-training AND a minimum of one (1) year of engineering experience in water, stormwater, and/or wastewater.
*May have a combination of experience, education, and training that would provide the level of knowledge and ability required.
PREFERRED QUALIFICATIONS:
+ Licensed Professional Engineer.
SPECIAL REQUIREMENTS:
+ Must pass a thorough background investigation and pre-employment medical testing for the ability to perform the essential functions of the position and maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
+ Must possess a valid Washington State driver’s license at time of hire OR must obtain within 30 days from date of hire, and must have a driving record acceptable to the City and the City’s insurance carrier.
+ Must be attentive to job safety considerations and follows all required safety policies, procedures, and techniques.
+ Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
KNOWLEDGE, SKILLS, AND ABILITIES

+ General civil engineering practices and state, federal, and local design standards, guidelines, and municipal ordinances, standards, policies, and procedures pertinent to public works construction projects.

WORKING CONDITIONS:
Work Environment:
+ Work is performed both in the office and in the field.
+ Field assignments may be in hazardous work areas such as street surfaces, rights-of-way and medians; in ditches, pits, and underground vaults; confined spaces; around heavy equipment; and operating potentially dangerous tools.
+ Assignments out-of-doors may require work in inclement weather at dirty, wet, noisy, or cramped work sites.
+ The work may involve strenuous physical labor, physical dexterity, and mechanical aptitude.
+ Duties may require exposure to chemicals, toxic gases, and/or raw sewage.
Physical Abilities:
+ Hearing, speaking, or otherwise communicating to exchange information in person or on the phone.
+ Operating a computer keyboard and other office equipment and the ability to grasp and hold and effectively use assigned personal protective equipment, equipment, and tools for the position.
+ Sitting or otherwise remaining stationary for extended periods of time.
+ Lifting, pushing, pulling, and carrying objects up to thirty (30) lbs. Some assistance is available to mitigate the heaviest lifting.
+ Bending and kneeling/crouching, reaching above the waist (such as to file documents) and crawling (to inspect work sites).
