The Department of Conservation and Recreation seeks applicants for the position of Civil Engineer V – Regional Engineer, South Region located at 194 Cranberry Road, Carver to perform the following duties.
About the Division of Design and Engineering:
Continuing over a century of visionary land stewardship, DCR’s Division of Design Engineering (DE) collaborates with colleagues within DCR, other agencies, and communities across the state to plan, design, build, and maintain a diversity of outdoor recreational experiences and unique landscapes throughout the Commonwealth. In addition, our staff is responsible for maintaining public infrastructure including dams, seawalls, parkways and park roads, sidewalks and trails, and stormwater systems. This requires employing a diverse range of talent including architects, engineers, landscape architects, planners, tradespeople as well as business, finance and administrative support who work together to support DE’s mission. Our staff is unified by a passion for providing access to high quality public open space and outdoor recreation for all ages and abilities, and strive to improve visitor experience, enhance universal accessibility, and help modernize DCR’s facilities and resources to be more carbon neutral, energy independent, and resilient to climate change.
General Statement of Duties and Responsibilities:
Primary duties and responsibilities of the Regional Engineer are outlined below and are executed as directed by the Deputy Chief Engineer in order to complete programming objectives assigned by the Deputy Chief Engineer. The Regional Engineer shall provide the oversight and coordination of engineering related activities within the region.
Detailed Statement of Duties and Responsibilities:
Project Coordination and Management of complex capital projects assigned to theFacilities Engineering Group, regional engineering office or region.Project Management includes design scoping and procurement, design and permitting, construction through bidding and construction oversight.Designs may be completed with in-house technical staff or by outside designers. Responsibilities include: preparation of project scope, solicitation of design proposals, technical and fiscal management of the designer to meet identified project objectives, coordination with other stakeholders and local officials and regulators.Tasks associated with permitting are included under design phase.Construction management activities in the region. Construction responsibilities include: compliance with public bid laws and construction oversight, bid solicitation, supervision of contractors, negotiation of field disputes, coordination of field changes, etc.Coordination and administration of hazardous material abatement activities.Includes coordination with health and safety regulators, compliance with Massachusetts Department of Environmental Protection (DEP) and U. S. Environmental Protection Agency (EPA) regulations, contractor scoping and execution.Oversight and management of subordinate staff, including workload assignment and coordination with senior management and contractor assignments, ongoing training on procedures and protocols of public bid laws and public construction requirements.Engineering staff shall participate in ongoing utilization of the Department’s Capital Asset Management System (CAMIS) and integration in Facilities Engineering operations.Technical Assistance:Regional engineering staff shall provide technical support to field operations staff and PSO, as requested on infrastructure improvements, both planned and emergency projects.This technical assistance may include: assessing existing conditions, development of project approach, scope and strategy.Tasks includecost estimating, securing funding, permitting, preparation of technical descriptions and management of one or more maintenance contractors to complete the project.Technical Assistance to other bureau teams.The engineer’s role in these teams shall include technical review of project construction documents. During design development, the engineer shall communicate concerns with technical aspects of the project, including permitting issues, constructability of the project, value engineering, etc.Preferred Qualifications:
Candidates should have skills in design development, codes and regulations, technical writing, permitting, material science, construction supervision, and cost estimating.Technical knowledge: concrete, wood and steel design analysis, material science, technical evaluation, septic design, and specification writing.Construction Management: Public bid laws, negotiation and mitigation, site supervision, and shop drawing review.Computer: word processing, specification writing, AutoCAD, database management and other Microsoft Office skills.Administration: Report writing, data management, coordination, and file management.Permitting: Wetlands, Historic Resources, Public Health and Safety.Two years construction or design management experience.Access to reliable transportation to and from DCR and non-DCR sites. III. A Graduate degree with a major in civil engineering may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.
