Position Summary:

MSI is seeking a collaborating, learning, and adapting (CLA) advisor to support the USAID/Mission’s collaborating, learning, adapting, and knowledge management activities. The CLA Advisor is a senior member of the project team and serves as a lead for tasks in areas that include synthesis of learning information, convening workgroups to review lessons and results from monitoring and analytic activities, and working with USAID and partners to identify data needs and share lessons related to the achievement of program objectives. The position can be remote based anywhere in the world, with preference for time zones that facilitate communication with both Afghanistan and the US East Coast.

 


Responsibilities:

Help to develop, refine, and implement a robust learning agenda for USAID and its partners for continuous learning and adaptive management. Analyze monitoring, evaluation, and research work and give advice on a policy for collaborating, learning and adapting. Lead efforts to monitor progress toward learning agenda objectives. Facilitate CLA activities (workshops, information sharing, conversations) in support of USAID with local and international partners. Support design of studies, provide evidence on best practices and lessons learned, with the Mission’s adaptive learning agenda. Oversee the compilation and dissemination of information from M&E data and stakeholder feedback on successful and promising approaches, lessons learned and other program results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders using simple, user-friendly formats. Build capacity of staff, implementing partners, government counterparts, and other stakeholders in program monitoring and evaluation, data collection and management, and CLA methods as necessary.

 


Qualifications:

Ten (10)+ years’ experience in international monitoring, evaluation, CLA, knowledge management, and research efforts for large donor funded programs, particularly those implemented by US agencies (USAID funding preferred). Master’s degree in international development, quantitative research, statistics, organizational development or other area clearly relevant to CLA. Proven track record of work in monitoring and evaluation, including supervising and monitoring data collection activities. Demonstrated ability to create and maintain effective working relations with donors, NGO partners, and international donor agencies. Demonstrated expertise in facilitating learning events and helping clients interpret data. Experience in Afghanistan or conflict environments strongly preferred. English fluency required
