DESCRIPTION OF WORK In this role, you will be responsible for evaluating violation reports submitted by the Pennsylvania State Police, the Emissions Program Manager, and Department Quality Assurance Officers (QAO) to ascertain whether any breaches of safety and emissions inspection regulations have occurred. You will analyze hearing testimonies and suggest suitable penalties for official inspection stations, inspectors, and uncertified personnel when necessary. Additionally, you will prepare cases for the management team and engage in discussions to reach a consensus on any penalties that may be warranted. Your duties will also include offering interpretations of safety and emissions inspection regulation violations, as well as Department policies and procedures, to a variety of stakeholders, including vehicle owners, law enforcement officers, attorneys, legislators, and inspection station personnel. You will be tasked with creating, updating, and maintaining computer-based systems to monitor violation case information and identify trends in violations. Furthermore, you will compile reports to assess program performance based on the collected data as required. You will receive and investigate customer complaints or inquiries regarding interactions between vehicle owners and safety or emissions inspection station personnel, forwarding these to the appropriate agency for further action. Additionally, you will prepare requests for hearings and examiners as needed, and research station and inspector records for any prior violation history, compiling case histories for Division managers, the Bureau Director, the Deputy Secretary, and the Office of Chief Counsel upon request. In response to departmental hearings and court orders concerning penalties against safety or emissions stations, inspectors, or uncertified personnel, you will initiate the necessary actions, such as restoring pending appeals or adjusting suspensions, and update Department records accordingly. You will also draft correspondence to inspection stations and inspectors to schedule hearings and communicate the outcomes, which may include no action, warnings, fines, or suspensions. Lastly, you will provide informational training to QAO staff, office personnel, and law enforcement officials. Interested in learning more?
