Department Sustainable Markets (SM) - The Sustainable Markets Pillar, one of three Pact Pillars which also includes Health and Governance Pillars, covers four of Pact's impact areas (Energy, Environment, Extractives and Livelihoods). This Pillar has a range of world-leading initiatives for responsible mineral sourcing, improved energy access, green finance, livelihoods and natural resource management. Position Overview

This position serves to provide technical oversight of the Somaliland Development Fund 3 (SDF3). SDF3’s objective is to strengthen the climate resilience of vulnerable communities in Somaliland while creating increased income and job opportunities, and thereby help to reduce poverty. The Specialist will provide technical expertise in climate resilience and green development ensuring SDF3’s interventions are environmentally sustainable and impactful on local communities. This Specialist will work with the broader Fund management team to co-develop interventions that strengthen climate resilience in integrated water resources management and food systems, generate economic and employment opportunities related to green economy, and facilitate opportunities for private sector investment into green, climate-smart solutions. This position is contingent upon award. 

Key Responsibilities

Reporting to the Director of Environment and Clean Energy, the Specialist is responsible for leading the technical aspects of the Fund. This includes:  

Co-design thematically-focused calls for proposals to deliver on Fund objectivesReview grant applications against programmatic criteria to ensure technically sound interventionsIn-person and/or remote technical assistance around targeted programmatic deliverables Develop scopes of work and support recruitment of short-term technical assistance for discrete thematic areas e.g., sustainable agriculture, water resources, enterprise developmentTechnical editing and/or writing for discrete programmatic and technical reports Support to ensure grants are meeting industry standards and expectations of donors, including integration of environmental safeguardsSupport Fund management team with technical aspects of monitoring, reporting and learning of grant portfolio Develop the capacity within the Government of Somaliland and local stakeholders on climate-related issues Stay current on global best practices and emerging technologies in climate resilience Manage short-term technical consultantsAll other duties as assigned 

 

Basic Requirements Master’s degree in Climate Science, Environmental Management, Natural Resources Management, or a related field with 6+ yrs of experience in climate adaptation, mitigation and or environmental projects.Experience providing guidance and technical assistance to green infrastructure and value chains and climate resilience strategies, particularly within water, agriculture, and renewable energy sectors.Documented success in designing and writing concepts, including familiarity with fund management.Ability to work as part of a hybrid in-person and remote teamAbility to work independently in a fast-paced, multi-tasking environmentExcellent verbal and written communication skills Ability and willingness to travel domesticallyMust be able to understand, speak and write English at level C1 according to the Common European Framework of Reference for Languages scale  Preferred Qualifications Experience in implementing development projects in Somalia/Somaliland or the Horn of Africa regionExperience overseeing and coordinating with international field offices preferredExperience working/engaging with the private sectorAble to speak and write in Somali and Arabic

Salary for this position is commensurate with local office salary scales and will be determined based on the candidate's experience and qualifications
