**About the Program**
The Australia PNG Economic Partnership (APEP) is a multi-sectoral investment to assist GoPNG to create a stable and more prosperous country. APEP is one of the coordination points from which Australia delivers its economic development assistance to PNG under the broader PNGAus Partnership.
APEP has 5 work streams with the following end of program outcomes:
EOPO 1 - Safeguarding Macroeconomic Stability
EOPO 2 - Strengthening Public Financial Management
EOPO 3 - Supporting More Efficient and Inclusive Markets
EOPO 4 - Fostering Inclusive Growth and Expanded Livelihoods
EOPO 5 - Catalysing Economic Research and Dialogue
Gender equality, disability, social inclusion (GEDSI), women’s economic empowerment, safeguarding, climate, economic dialogue and open government at are cross-cutting objectives for all pillars.
APEP’s Climate and Disaster Resilience for Economic Growth Strategy guide implementation and integration of climate actions across all pillar areas.
All new investments across the 5 pillars integrate climate change and disaster risk considerations and pay specific attention to women, persons with disability _._
About the Opportunity
The Climate Change Adviser will work closely with the locally engaged Climate Change Coordinator to progress the implementation of APEP’s Climate and Disaster Resilience for Economic Growth Strategy.
This will include undertaking an initial risk assessment of climate change impacts for each of APEP’s pillar areas and developing appropriate interventions and actions. The Adviser will play an important capacity building role, both within APEP, and externally with PNG partners.
The Climate Change Adviser will ensure that APEP’s climate support is closely aligned with DFAT and GoPNG’s climate objectives, including other DFAT programs relating to climate change.
Key responsibilities
The Climate Change Adviser will:
+ Refresh the overall APEP Climate Strategy.
+ Develop a work plan to implement the APEP Climate Strategy incorporating APEP pillar activities and monitoring and evaluation frameworks.
+ Review and undertake disaster and climate risk assessments at the program and at the pillar/activity levels.
+ Assist the pillar teams to mainstream climate strategies into work plans and activity designs.
+ Provide technical climate advice and support to the APEP pillar teams, including input to the development of screening or tasking notes as required.
+ Act as a strategic and technical liaison point between APEP and other DFAT programs to identify opportunities, synergies and areas for coordination.
+ Provide technical climate support and advice to DFAT and PNG partners as requested.
+ Design and deliver climate related training to APEP staff and other stakeholders as required.
+ Coach and mentor the Climate Coordinator.
+ Work with the APEP Economic Research & Dialogue team (and other pillar teams) to identify knowledge or data gaps and propose research topics and provide support as needed to research teams.
+ Foster locally led approaches to deliver APEP’s climate support wherever possible.
+ Work closely with the APEP GEDSI Unit that the impacts of climate change on women and people with disabilities is well understood and fully integrated in activities.
+ Work with the APEP MERLA team to integrate DFAT’s annual climate finance reporting requirements and performance indicators into APEP’s MERLA Plan and System.
+ Work across all the pillar teams to identify and address capacity development and training needs within APEP and its partners, including in Government, drawing on regional networks where available.
+ Any other reasonable duties as agreed.
Key deliverables
The Climate Change Adviser will be required to deliver:
+ An overall Climate Strategy for APEP
+ A Risk Assessment Report outlining risks and identifying opportunities for APEP support.
+ A Work Plan which outlines APEP’s support for climate change under each of the pillars - within three months of commencement.
+ Regular reporting which highlights progress and achievements – monthly, six monthly and annually.
+ Any other reports as required.

About You
For applications to be considered, **a response to the key selection criteria below must be provided** .
+ Demonstrated experience (10+ years desirable) in developing technical responses which address climate adaptation and resilience.
+ Relevant qualification in climate science and/or other related field.
+ Demonstrated knowledge of climate investments and initiatives being undertaken in the Pacific region.
+ Outstanding communication and interpersonal skills including the ability to clearly explain climate impacts and responses in a cross-cultural setting.
+ Demonstrated ability to work effectively and collaboratively across multiple teams and organisations.
+ Demonstrated commitment to the principles of capacity strengthening inclusion, localisation and equity.
+ Demonstrated ability to be resilient and adaptable in changing and challenging contexts.
