JOB SUMMARY The Clinical Administrator is a member of the management staff of Patient Care Services, participates in the development and implementation of the philosophy and goals and the effective operation of patient care services. The Clinical Administrator is the on-site Administrator during weekend, evening, night, and holiday hours with direct communication to the assigned Administrator-on-Call. RESPONSIBILITIES LEADERSHIP Evaluates and refers appropriate issues to the Administrator-on-Call. Coordinates all Hospital codes. Evaluates, manages, and/or refers public and guest relations issues. Intercedes to prevent potential complaints and initiates change. Investigates, obtains, and develops the necessary facts in order to reach appropriate conclusions and decision making. Conducts timely performance appraisals of Float Pool Staff. Problem solving is timely and decisions or recommendations are effectively implemented and/or accurately communicated in a timely way. Recognizes critical situations, and responds effectively. Identifies and addresses employee performance issues requiring coaching, counseling and discipline in conjunction with the department manager. Effectively resolves employee performance issues.) Adheres to policies and procedures and the requirements of regulatory agencies as they affect care delivery and operations. Oversees the coordination of services with other disciplines by working cooperatively and maintaining effective communication with hospital employees, department and medical staff. Initiates change in process flow to effect improved interdisciplinary communication. Participates in monitoring the absenteeism and lateness of staff. Facilitates screening processes before admission to ensure appropriate care. Provides advice and is a resource for discharges, referrals and transfers. Develops mentors and motivates staff to assure provision of safe, quality patient care. Recommends changes in development and procurement of new equipment, processes and systems which support hospital operations. Provides justification for changes based on established evidence of staff, patient or environmental needs. Ensures adherence to patient safety goals. OPERATIONS Assists in the development and implementation of processes that promote cost effective, efficient care. Initiates a process or program to increase efficiencies. Accurately completes daily census reports. Participates on hospital committees and task forces. Chairs a hospital committee or task force. Effectively assigns patients to rooms/units for appropriate bed utilization and delivery of care. Evaluates and works to maintain safe, cost effective staffing levels on all nursing units in conjunction with the Staffing Coordinators and Nurse Managers. Identifies ways to reduce use of agency staff. Consistently successful in providing solutions for staffing problems. Carries out delegated functions for specifically identified departments without 24-hour coverage and maintains current knowledge of their operating polices. Collects and documents requested data for support of specific projects and programs. Effectively, efficiently utilizes work time. Completes all assignments within required time frame and assumes additional projects. Shift reports and concise and productive with handoffs focused on departmental global concerns /issues. Evaluates the quality and appropriateness of care by making rounds for the purpose of quality improvement, evaluation of nursing practice and patient satisfaction. CLINICAL Provides direct clinical intervention and supervision in patient care areas. Is a clinical resource for nursing staff. Provides individual guidance and direction for nursing practice. Empowers, encourages and fosters staff growth and development through clinical education opportunities and mentoring. Assists in the education of staff. Is a BLS, ACLS, TNCC, ENPC or PALS instructor. Teaches classes or provides individual instruction. (Example: Dermal Wound, MAK, Accudose) PROFESSIONAL DEVELOPMENT Serves as a professional role model creating and environment of respect, exhibiting the highest ethical and professional standards. Represents, articulates and differentiates roles of health care professionals to patients and the public. Effectively and cooperatively orients new peers to the position. Keeps updated on trends in health care, health care financing, health care regulation. Attends and participates in staff meetings. Demonstrates an ongoing commitment to professionalism through active membership in community health-related and professional organizations. Participates in a community event, i.e. Heart Walk, Cancer Walk. Has attained a leadership position, elected or appointed. OTHER DUTIES Performs other duties as assigned. QUALIFICATIONS/REQUIREMENTS EXPERIENCE RN minimum of five years full-time acute care experience and 2 years leadership/supervisory. EDUCATION Graduate of an accredited School of Nursing. Demonstrated leadership skills, BSN required, MSN or certification in Nursing Administration, preferred. LICENSES/CERTIFICATIONS Current New York State Nursing License Certified in BLS and ACLS OTHER If applicable, the individual performing this job may reasonably anticipate coming into contact with human blood and other potentially infectious materials. Individuals in this position are required to exercise universal precautions, use personal protective equipment and devices, and learn the policies concerning infection control.
