**40131BR** **Extended Job Title:** Clinical Dept Admin **Org Level 1:** Texas Tech Unv Hlth Sci Ctr El Paso **Position Description:** Accountable for the operational success of the Department of Psychiatry in the Paul L. Foster School of Medicine (PLFSOM). Provide complex and detailed administrative oversight of the Department financial and operational performance with regard to clinical and technical revenues, state appropriations, grants and contract income, and designated funds and gifts. Additionally, this position provides professional-level administrative support for the Department Chair and faculty. **Requisition ID:** 40131BR **Travel Required:** Up to 25% **Major/Essential Functions:** + Oversee all departmental financial systems including clinical and technical revenues, state appropriations, grant and contract income, designated funds and gifts received by the Department. + Oversee the annual preparation and monitoring of the department budgets with recommendations to the Department Chair + Oversee management of the department-based portions of the revenue cycle. Direct reimbursement analysis. Responsible for identifying issues and implementing solutions to optimize charge capture, lag, coding accuracy and initial denials. Responsible for verifying, documenting and approving all financial write-offs. + Approve departmental purchases and purchasing policies while ensuring alignment with TTUHSC El Paso and TTUS requirements. Prepare financial and administrative reports for the Department Chair. Interpret and analyzes financial statements. + Develop business planning for the departmental clinical enterprise and academic units. Manage expenditures in accordance with all relevant guidelines. Collaborate with responsible office (s) and leaders to set the clinical fee schedule and determine targets for gross and net collection rates, contacted reimbursement rates, and Master Service Agreements (MSA). + Oversee physician productivity and facility utilization in concert with the Department Chair and Medical Director. Regularly review established benchmarks (including but not limited to cFTEs) to monitor clinician productivity and make recommendations to the Chair for cFTEs or benchmark adjustments. + Manage the development and execution of research, educational and administrative strategic planning initiatives. Ensure alignment with TTUHSC El Paso mission and institutional strategic goals. + Responsible for establishing and maintaining effective institutions partnerships. Works with Department Chair, Medical Director and other relevant leaders, in implementing technology and workflow optimization to improve clinical practice. + Participate in clinician relation and leadership development programs. Responsible for management of physical and facility resources. Maintain compliance with all regulatory and oversight organizations, ensure departmental practice meets regulatory requirements, and develops outreach in the context of health care reform. + Participate in the development and implementation of short and long-range plans and strategies to meet the mission of the Department. Participate in committee activities at the levels of the Department, PLFSOM and TTUHSC El Paso. Coordinate IT support for the Department and Practice in consultation with TTUHSC El Paso and TTU IT department. Develop and execute departmental contracts and MSAs in collaboration with the Clinical Affairs leadership, PLFSOM Administration and Office of General Counsel. + Supervisor all non-clinical administrative support staff. Oversee the hiring, termination, training, payroll, evaluation, and employee relations activities for the non-clinical administrative support staff. Ensure all TTUS, HSCEP OPs, Regents Rules, EEO, HR and related policies and procedures are observed at all times. Oversee departmental faculty on-boarding including but not limited to: EMR access, payer enrollment, provider templates, and Values-Based Culture integration. Interpret and ensure compliance with all policies and procedures related to facilities used by departmental personnel. Responsible for all facility resources. Define and identify funding for equipment requirements at all locations and prepare justifications and business plans in support of capital budgeting proposals. + Adhere to all TTUHSCEP policies, procedures, process. (Regents Rules, TTUS, HSCEP Ops, etc.).
