Clinical Governance Health Information Coordinator - Australia Fiji Health Program
**Fiji Program Support Platform (FPSP)** + _Locally Engaged Employee - 6 month contract with possible extension pending workplan priorities_ + _Base in Suva, Fiji_ **FPSP Overview:** FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. The Platform has three functional Outcomes: 1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments. 2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies. 3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. **AFHP Overview:** The Fiji Program Support Platform (the Platform) implements over fifty percent of Australia’s bilateral development support to Fiji across a range of sector programs in education, health, Australia Awards, disaster response, cyclone recovery, social infrastructure and technical assistance to improve public sector governance in Fiji. The Platform integrates cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate and disaster resilience, across sectoral programs. In particular, the Platform seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised. The Australian Government is supporting Fiji’s health sector through the Australia Fiji Health Program (AFHP, the Program) working with the Ministry of Health and Medical Services (MHMS). The program’s high-level End of Program Outcomes (EOPOs) are: + Improved systems are used by MHMS and health workers for evidence-based planning and resource allocation (workforce and budget), clinical care, digital health and medical supply chains; and + Targeted healthcare facilities equitably deliver improved primary health services, with a focus on sexual and reproductive health and rights (SRHR) and non-communicable disease (NCD) services. The funding for the program is approximately AUD 45million over 9 years (5 years, with an option to extend a further 4 years) and delivered through a range of activities (interventions) to achieve the program’s objectives where implementation modalities include technical advice, procurement of technical services and goods, minor works and infrastructure upgrades, capacity building and training support, support to Ministry led initiatives and innovations, and grants to civil society organisations (CSOs). AFHP is designed to support the MHMS achieve the goals and objectives in its Strategic Plan and Annual Operational Plans, and AFHP’s workplans are targeted to support specific components of the Ministry’s plans. Recent natural disasters such as cyclones, and public health emergencies in Fiji including COVID-19 have highlighted major challenges for pandemic preparedness and response during epidemics and other health emergencies. In this context, around 10% of program funding will be allocated for MHMS to assign to emerging needs and priorities as they arise. Funding may be allocated toward preparedness and responses to public health emergencies, or related opportunities for reform and innovation. **Position Summary:** The purpose of the Clinical Governance Health Information Coordinator role is to oversee the management of health information within Colonial War Memorial Hospital, ensuring alignment with clinical governance principles to optimize patient care quality, safety, and regulatory compliance. The objectives include enhancing patient outcomes through monitoring and improving key indicators, such as mortality and readmission rates, improving patient satisfaction through regular surveys, optimizing resource utilization by analysing length of stay and staffing levels, ensuring compliance with regulatory standards and best practices, driving continuous improvement in clinical practices and healthcare delivery processes and promoting data integrity and security. This role is vital in supporting evidence-based decision-making and fostering a culture of excellence and equity in patient care delivery. **Key Responsibilities:** Patient Outcomes + Mortality Rates: Track overall mortality rates and categorize deaths into preventable and nonpreventable causes to identify areas for improvement. + Readmission Rates: Monitor the rate at which patients are readmitted to the hospital 30 days after discharge, admitted for the same or related care, indicating potential issues with initial treatment or post-discharge care. + Surgical Site Infections: Monitor the incidence of infections following major surgical procedures such as Laparotomies, Caesareans and Open Reduction Internal Fixation to assess the effectiveness of infection prevention measures. + Surgical Complication Rates: Track the frequency of complications during surgical procedures to evaluate surgical quality, patient safety and care. + Healthcare-Associated Infections (HAIs): Monitor the occurrence of HAIs to identify areas for improvement in infection control practices specifically Staph Aureus Bacteraemia, Multi-drug resistant organisms, Methicillin Resistant Staph Aureus, Carbapenem Resistant Bacteria and Extended Spectrum Beta-Lactamases. + Length of Stay: Track the average length of hospital stays for different types of procedures and conditions to identify opportunities for reducing unnecessary hospitalizations and improving efficiency. Clinical Governance Metrics + Develop a system of monitoring clinical governance indicators i.e., No# QI meetings per centre, No# UOR closed, No# RCA closed & time to closure, Average wait times – ED, SOPD, OPD, Surgery, MRI, CT, Clinical backlogs, Diabetic Amputation Rates etc Customer Satisfaction Survey + Report on surveys to assess patients' perceptions of care quality, communication with healthcare providers, and overall satisfaction with their hospital experience. + Development on indicators demonstrating service and access to services quality, complaint management, diagnosis and treatment excellence and satisfactory customer experience. + Report on staff Satisfaction Survey using disaggregated data including (gender and disability). Staffing Levels and Ratios + Monitor staffing levels and ratios of healthcare providers to patients to ensure adequate staffing for safe, accessible and effective patient care. Infrastructure Improvement Tracking + Develop trackers to monitor infrastructure usage across hospital systems. This can include services such as air conditioning, water and electricity usage with the aim of identifying opportunities for conservation and efficiency improvements and safety and physical accessibility for people with disabilities, elderly pregnant women and those with high mobility needs. UOR (Unusual Occurrence Report) and RCA (Root Cause Analysis) Tracking + Track unusual occurrence reports and conduct root cause analyses to identify underlying issues and implement corrective actions. Compliance with Regulatory Requirements + Ensure compliance with regulatory requirements, including ensuring that all staff have updated Annual Practicing Licenses (APLs), and incorporating recommendations from visiting teams to maintain accreditation and quality standards. Safeguarding + Ensure effective integration of safeguarding standards and mitigation of risks across clinical governance and other hospital related activities, including for child protection and the prevention of sexual exploitation, abuse and harassment (PSEAH). **Working relationships:** Reporting to: + Project Lead Clinical Governance Other: + Medical Superintendent CWMH and National Manager Clinical Governance **Selection Criteria:** Qualifications + Tertiary qualifications in any or a combination of Public Health / Applied Epidemiology/ Health Service Management. Qualifications in health research would be desirable. Experience + Prior experience in managing health information systems within the health sector. + Prior experience managing data sets i.e. compilation, collation, collecting and analysis of disaggregated data and presentation of data in a prescribed format. + Proficient in the use of computers and related software applications such as Microsoft Word, Excel and PowerPoint for word processing, data analysis, presentation, and project management. Knowledge of Power BI would be advantageous. + Prior experience in developing policies and procedures and collaborating with cross-functional teams to drive organizational change and improve patient outcomes is highly desirable. Knowledge and Skills + Comprehensive understanding of health information management principles, including data collection, storage, retrieval, and security. + Familiarity with clinical governance frameworks and practices to ensure the delivery of high-quality, safe, and effective patient care. + Knowledge of regulatory compliance and accreditation standards to ensure compliance and mitigate risk. + Proficiency in quality improvement methodologies and techniques to analyse data, identify opportunities for improvement, and implement effective solutions. + Ability to analyse data, interpret trends, and generate meaningful insights to support decision making and quality improvement initiatives. + Familiarity with health information systems to manage health information and facilitate data-driven decision-making. + Ability to work with diverse stakeholders, civil society, Organizations of persons with disabilities and health service providers.
