The Department of Psychiatry and Behavioral Sciences within the UW School of Medicine is the third largest clinical department within the School of Medicine with 330 full-time faculty members, 460 courtesy faculty members, and over 350 staff. Department faculty provide clinical services in 5 hospitals, 14 primary care locations, and several outpatient sites in addition to telepsychiatry consultations to more than 150 clinics in Washington and beyond. As the only academic psychiatry department serving the five state WWAMI region (Washington, Wyoming, Alaska, Montana, Idaho), the Department’s highly competitive residency training program is largely responsible for developing the mental health workforce in the Pacific Northwest. The Department’s robust research portfolio totals $67 million in grants and contracts per year for projects ranging from clinical neurosciences to treatment development to health policy and population health. The Department is recognized as an international leader in developing, testing, and implementing Collaborative Care, an integrated care model increasingly seen as a solution for population-based mental health care. Other areas of excellence include Addictions, Autism, High Risk Youth, Neurosciences, and Trauma, and the Department is developing innovative new programs in Technology and Mental Health, Global Mental Health, Maternal and Child Mental Health, and Targeted Intervention Development. Psychiatry is the third largest department in the School of Medicine and the largest non-divisioned department. The overall annual operations funding from all sources is over $130 million. **The Department of Psychiatry & Behavioral Sciences within the UW School of Medicine currently has an outstanding opportunity for a Clinical Nurse Educator.** **POSITION PURPOSE** This full-time (100%) position within the Department of Psychiatry & Behavioral Sciences based at Harborview Medical Center will play a key role in providing specialized training and implementation support to nurses who work in Program of Assertive Community Treatment (PACT) teams across Washington State and nationally. This position will work closely with Dr. Maria Monroe-DeVita and the UW PACT Training and Implementation Team to execute on their contract deliverables to support PACT teams in Washington State in particular. PACT is an evidence-based practice (EBP) composed of a multidisciplinary team that provides community-based treatment, rehabilitation, and support services to individuals with the most severe and persistent mental illnesses. Each multidisciplinary team member requires specialized training and support from educators/trainers with the same specialized training and experience working within a PACT team themselves. The requirement for a combination of clinical expertise, teaching experience, and leadership in PACT team settings significantly narrows the pool of qualified candidates. The PACT Nurse Educator role, in particular, is mandated within Washington State legislation and the Governor’s 2024 Decision Package, making the recruitment of highly skilled professionals essential to meeting these requirements. PACT training and implementation support are tied to the SPIRIT Center’s contract deliverables for the Washington State Health Care Authority (HCA). The successful fulfillment of these responsibilities is critical to the professional reputation and growth of the SPIRIT Center and the field as a whole. As there are no established procedures for this work, much of it requires innovation and creativity in developing new approaches to fulfilling contract deliverables and ensuring project success. A high level of professionalism and prior experience is necessary to gain the cooperation and respect of all stakeholders to meet SPIRIT Center contractual obligations. Additionally, this position requires strong working relationships with HCA directors, program managers, community behavioral health centers, and stakeholders across Washington State and the U.S. The Nurse Educator provides unique leadership and education resources that promote the following: efficient and effective educational services and resources that enable PACT Nurses to better meet patient care needs; timely clinical problem-solving and communication of clinical nursing issues across all levels (providers, teams, nurses, and nursing management); and the development of guidelines for PACT nursing staff assessed via the fidelity review process. This position plans, implements, and evaluates educational offerings and programs that support staff education and development, including workshops in both in-person and virtual settings. Furthermore, it leads and advises national partners on the training and curriculum developed for the PACT Nurse role within ACT teams across the country. The specialized nature of this role, requiring expertise in clinical practice, education, and leadership within the PACT framework, makes it a truly unique position that requires an uncommon combination of clinical expertise, teaching experience, and leadership in a PACT team. The ability to meet these requirements is essential to ensuring high-quality training and support for PACT teams, ultimately benefiting individuals receiving these critical services. The successful fulfillment of these contract responsibilities is also critical to the professional reputation and growth of the SPIRIT Center as a center of excellence in the implementation and evaluation of EBPs for adults with serious mental illness and early psychosis across the state. A high level of professionalism, clinical expertise, and previous experience as a PACT Nurse is required to obtain the necessary respect and adherence from all stakeholders to meet the SPIRIT Center’s contractual obligations for these projects and initiatives. The Nurse Educator is instrumental in shaping national PACT Nurse practices through training, consultation, and fidelity reviews. By providing leadership in these areas, the position directly influences quality improvement and adherence to evidence-based practices across the country. Key stakeholders include the Health and Human Services’ Substance Abuse and Mental Health Services Administration (SAMHSA), Washington State Governor’s Office, the Washington State Legislature, Policy and Program Managers within the Division of Behavioral Health and Recovery (DBHR)/Health Care Authority (HCA), and providers within public behavioral health agencies in Washington State. This position is based at Harborview Medical Center; however, hybrid or remote work agreements can be arranged. Must be able to travel on at least a quarterly basis within Washington State. Both day travel and overnight travel may be required to fulfill this position. **DUTIES AND RESPONSIBILITIES** Curriculum development and refinement (25%) + This role will work collaboratively to develop new training curricula specifically for PACT nurses, medication administration; health promotion and education activities (e.g., assess for risky behaviors and attempt behavior change, managing chronic comorbid health conditions (diabetes, cardiovascular diseases, addressing tobacco use); collaboration techniques with PACT psychiatrists and nurse practitioners; care coordination with other primary and specialty care community providers; and population management.Lead facilitation of PACT Nurse training, shaping national PACT Nurse practices (25%) + This includes planning and coordination, building training slide decks and e-modules, training delivery, and development of learning objectives and follow-up evaluation questions.Lead facilitation of PACT Nurse consultation (25%) + This includes PACT consultation through the monthly Washington State PACT ECHO Clinic (modeled after University of New Mexico’s Project ECHO) and other specialized consultation to PACT Nurses.Lead PACT fidelity reviews (25%) + This includes conducting several PACT fidelity reviews per year with co-reviewers from other PACT teams and/or staff from UW SPIRIT Center and further developing guidelines within the PACT fidelity tool specific to the PACT Nurse role. This role also includes leading the consensus rating process with co-reviewers, writing comprehensive fidelity reports focused on quality improvement recommendations and training, and providing feedback to teams about fidelity findings.Lead Responsibilities + PACT Nurse curriculum development. + Facilitation of training and clinical consultation to PACT nurses actively working within PACT teams both within Washington State and nationally. + Conducting fidelity reviews and providing written feedback reports to teams on their fidelity to PACT. **MINIMUM REQUIREMENTS** + A Master's degree in Nursing AND 4 years of experience including 2 years of leadership experience and one year working as nurse within a PACT team OR equivalent combination of education/experience. + Experience in education/teaching. + Knowledge of adult teaching and learning principles. + Active licensure to practice as a Registered Nurse. + Knowledge of state regulations regarding PACT nursing delegation. **DESIRED QUALIFICATIONS** + Specialization in at least one common medical comorbidity for people with serious mental illness (for example, tobacco treatment cessation, diabetes management, wound care). + Experience with PACT Nurse curriculum development. **Application Process:** The application process may include completion of a variety of online assessments to obtain additional information that will be used in the evaluation process.
