POSITION SUMMARY

Under the supervision of the Sr. VP of Clinical and Crisis Services, the Director of Clinical and Crisis Services is responsible for the supervision of administrative/managerial staff and providing clinical oversight to the Behavior Supports and Psychology Services Department and the CSIDD NY START team which will work in conjunction with the Mobile Crisis Services Team. The Director is responsible for the development of management strategies to meet priority goals and is a primary contributor to the development of the organization’s Strategic Plan. The Director is responsible for ensuring documentation reviews and confirming compliance with all government & agency requirements and mandated documentation including: the Office for Persons with Developmental Disabilities (OPWDD); the Office of Mental Health (OMH); and the National Center of START Services (NCSS).   

Responsibilities

DUTIES, RESPONSIBILITIES, AND ESSENTIAL FUNCTIONS

Acts as Lead Administrator for both the Behavior Support team and the CSIDD NY START team which will work in conjunction with the Mobile Crisis Services team, in order to ensure consistency when developing and implementing Behavior Support Plans, Risk Management Plans, and Cross-System Crisis Prevention and Intervention Plans.Acts as a liaison between FREE and OPWDD, OMH, the NCSS, and other entities to facilitate collaboration of supports and services.Ensures that the rights, health, safety and personal outcomes of the people served in all programs are supported at all times.Provides crisis intervention in response to individuals’ behavioral and emotional needs, including support to individuals, families and team members.Possesses and uses general business operations knowledge to guide the team and the program and ensures successful servicing of people we support.Works with FREE’s Accounting Department and Mobile Crisis team leadership to ensure all required reporting for the county contracts occurs as required.Works with the Mobile Crisis team’s leadership to ensure the continuity and consistency of enrollment of individuals for services.Ensures the designing of trainings and completion of clinical rounds to support team members who provide clinical oversight to individuals followed by OPWDD’s High Risk Advisory Committee, as well as those receiving CSIDD NYSTART services.Interviews, hires, develops and retains high quality staff.Provides supervision and guidance to all team members on an ongoing basis. Ensures all team members are fulfilling their roles and responsibilities. Addresses performance issues through performance improvement or corrective action measures.Provides administrative and clinical support and oversight, including tracking training and other credentialing requirements for assigned team members. Manages team members’ time worked in the programs while ensuring there are sufficient team members to meet the needs of the people served at all times.Ensures clinical supervision for licensure purposes for applicable team members, including ongoing consultation and professional development in relevant topics.Ensures the completion of psychopharmacological reviews for those individuals followed by OPWDD’s High Risk Advisory Committee, to ensure that the least restrictive interventions are considered. Participates in any internal and external audits as they occur; reviews plans of corrective action regarding these surveys and documents follow through in all recommendations.Develops and implements Behavior Support/Psychology, CSIDD NY START, and Mobile Crisis Services Policies & Procedures and Best Practices as requested.Designs, directs, and provides training for internal team members and external entities.Provides 24/7 on-call support and coverage as needed.Prevents, recognizes and reports abuse toward the people we support.Ensures the completion/review/signing of Assessments, including but not limited to: Informed Consent Assessments, Risk Assessments, Sexuality Assessments, psychological evaluations, restrictive reviews, and psychological testing, interpretation, and scoring.Ensures the completion of risk assessments/risk management plans and assist with High Risk Presentations at OPWDD’s High Risk Advisory Committee meetings when applicable.Ensures that all required documentation (paper and electronic) is completed /processed appropriately, in a timely manner, and meets quality and compliance thresholds.Performs other duties as assigned.

Qualifications

QUALIFICATIONS

Education:Master’s Degree in Social Work, Psychology or another related fieldExperience:Minimum of 3 (three) years of supervisory experienceAt least 5 (five) years of clinical experience working with individuals with Intellectual and Developmental Disabilities and/or Mental Health DiagnosesKnowledge, Skills, Competencies, and Abilities:LCSW, LMHC, LMSW or another related licensure requiredSpecialized Training, Licenses, Certifications:Must be efficient, well organized, and have excellent communication skillsComputer literacy required; familiarity with Microsoft Office SuiteAbility to work independently and as part of a teamKnowledge of OPWDD, OMH, NCSS, and CSIDD practices, policies and regulationsMust be able to motivate, lead and coach othersExperience with Psychological Test Instruments: Vineland Adaptive Behavior Scales Third Edition, Wechsler Adult Intelligence Scale, Diminution Assessments preferredBackground with Behavior Modification preferredExperience working in the field of forensic psychology preferredOther Requirements:Valid NYS Driver’s License and satisfy criteria to be a driver for FREE

WORK ENVIRONMENT

This role is performed in-person, some travel is required between FREE Network and other relevant locations.

PHYSICAL REQUIREMENTS

Employee is required to sit, walk and stand for prolonged period of time (at least 8 hours).Employee is required to effectively communicate both verbally and in writing.Employee is required to operate standard office equipment such as computers, phones, photocopiers, fax and filing cabinets.Employee is required to reach with hands and arms.Employee is required to bend, stoop, kneel, crouch or stand on a stool as needed.Employee is required to be able to lift 50 pounds at a time.

The Pay Range for this job is $95,000. This range is based on what FREE reasonably believes it will pay an employee as for said position at the time of the posting. Individual compensation will ultimately be determined based on a variety of relevant factors, including, but not limited to, an individual’s experience, qualifications, longevity at FREE, geographic location, relevant skills, and other factors permitted under federal, state, and local laws.
