TACC Data Division COGNOS Requirements
The Data Division has evolved into the assessment core competency provider for the 618 TACC, a
bedrock of enterprise analysis and analytics. In this capacity, XOND is the leader in developing the
Cognos business intelligence framework for all the TACC Directorates. This framework development
establishes the core metrics not only for the TACC Directorates, but also for the airlift and air refueling
enterprise. The Data Division contributes to the optimization of the 618 TACC’s mission by providing
strategic assessment capability and strategic course of action development to senior leadership on AMC
worldwide efforts covering a multitude of different operational missions. A benefit of the Data Division
is the ability to highlight data quality, data integrity, and process deficiency issues. The information is
then fused into a centralized data base and provides actionable data on air mobility system
requirements and performance. The Data Division utilizes statistical modeling to forecast the demand
against the airlift capability, and compares the capability against the demand, along with the impact to
the global mobility system. This complex scientific methodology provides senior leaders with the tools to
make informed decisions concerning the airlift and air refueling enterprise.
1.5.4.1. Business Intelligence
The contractor shall utilize Cognos as the enterprise business intelligence tool suite.
The contractor shall establish an advanced Business Intelligence query capability internally and
for external customer interaction. This effort includes merging the 618 TACC specific data with
GATES and GDSS data elements to provide complex airlift and tanker analysis. The contractor
shall support enterprise-level initiatives (e.g., AFSO21 efforts, metrics, etc.) with analysis and
provide products as specified by the requesting agency.
These efforts could be short or long term in duration and do not require weekends or holidays
unless mutually agreed upon by the contractor’s Project Manager and the Government’s
Contracting Officer Representative (COR).
The contractor shall assist other Directorates in identifying and refining requirements to develop
Directorate unique metrics and assessments.
The contractor, in conjunction with the TACC Directorates, will help create, maintain and
schedule reports, to include ad hoc reports, or dashboards that support TACC requirements.
The contractor shall, in conjunction with Directorates within the TACC, lead the effort to
measure current and future operations geared to creating a collaborative environment open to
process improvement, predictive analysis, situational assessments, and cultural change within
the TACC organization.
The contractor shall analyze and develop specific directorate/user requirements, design
applications across the organization that supports the use of B.I. tools. The contractor shall be
able to measure and document business process change as the change relates to current state.
This will form the basis for the measurement of the efficiency of the continuous process
The contractor shall work with the Directorates in the TACC to identify measurement thresholds
and provide reports relative to process change management.
The contractor shall maintain the Cognos licenses to include preparing budget details to the
government for follow on upgrades, maintenance, and/or additional licenses as required to
support the BI environment.
The contractor shall provide Cognos BI administration to include administration of Cognos user
accounts and permissions, and permissions to BI content and data.
The contractor will provide functional System Administration (SA) support to manage all Cognos
technical environments, suites, and systems as needed. This includes the following activities:
Detect and resolve performance concerns
Conduct Cognos performance tuning
Create/delete/modify Cognos user accounts and access privileges
Upgrade Cognos tool suite as releases are published
Maintain Cognos user accounts, profiles, environments, and home directories
Notify Government PM of any outage occurrence
Monitor and maintain file system backups
Install and configure print services for system printers
Troubleshoot and resolve operating system conflicts
Coordinate with database administrator in performing schedule saves
Monitor and evaluate system security issues/requirements
Analyze and implement AFCERT requirements
Modify system configurations to comply with security directives
Install, configure and troubleshoot software
Install, configure and troubleshoot hardware, to include both client/server connections and web
Perform software upgrades and patches to server hardware
Identify and install approved hardware upgrades
Maintain and restore failover site as required
Act as liaison between user and the Network Control Center for problem resolution
Maintain architectural products for the system
Provide technical expertise for data calls during normal duty day
Attend meetings, as necessary, and provide feedback to Government PM
The contractor System Administrator is identified as an IAT level 1 in the IAT work force.
Security+ or better and certification in the operating system is required.
