As a Collibra Architect with RBR, you will drive interactions with Data Governance leads and Architects and teaming at DCSA to co-implement Collibra tools based on user requirements. You will work with business analysts and integration leads, as well as government stakeholders, to understand requirements and compile structured and unstructured data, ensuring its quality, accuracy, and reasonableness. You are comfortable with implementing and configuring Collibra tool such that it can be used for data cataloging as well as for data governance processes and data quality. You have a passion for detail and are an excellent communicator. As part of the RBR Data Management Team, the Collibra architect is responsible for the design and definition of the systems architecture and solutions for integrating multiple platforms, operating systems, cloud and applications. Determines systems specifications, input\/output processes, and working parameters for hardware\/software\/cloud compatibility and maintenance of system security. Coordinates design of subsystems and integration of total system. \n

Responsibilities \n\nLead Enterprise Data Governance, Information Architecture and Engineering Services - The contractor will provide subject matter expertise and support to assist the government and other contractors with the development, implementation and support for establishing the Collibra Enterprise Data Governance Capability (EDGC) with associated expertise in information sharing and interoperability among internal and external communities.\nAdvise and support the design for the configuration of the EDGC, including but not limited to; data catalog, data inventory, metadata standards, data lineage, and impact analysis of complex data-to-business and data-to-technology linkages that expose risks that would otherwise be unknown (secondary, tertiary, etc. impacts), resulting in mission failure or degradation. \nProvide informational and compelling briefings that tell the story of the impact of strategic, business and technology decisions that adversely impact the Agency's ability to optimize its data assets in the future; guiding thought leadership that balances near-term mission objectives with long-term data strategy implications.\nProvide expert subject matter expertise to develop and implement a Data Reference Architecture (DRA) based on IC, LE, FLSTT, and other government, open and commercial standards and best practices. Work with the government architecture team(s) to develop data sharing and interoperability requirements and propose solutions and\/or capability use cases to implement the DCSA Data Reference Architecture. Ensure all requirements and information collected can be captured in the EDGC by government and contractor data administrators, data stewards, data custodians and recommend other pertinent roles in the organization. \nApply Model Based Systems Engineering (MBSE) principles to include the Object Management Group (OMG) Information Exchange Framework (IEF) suite of standards to deliver solution design artifacts and provide though leadership on analysis of IEF on DCSA's Data Strategy and Enterprise Data Architecture solution design. Ensure information is modeled in appropriate tools, such as the EDGC and\/or Data Architecture tools suite (currently EA Sparx). \nData and Information Architecture, Modeling, and Standards. The contractor may be required to develop and deliver and\/or review and provide recommendations for various DoD Architecture Framework (DoDAF) Artifacts and provide standards, best practices, and templates for use of DoDAF across the data asset management lifecycle. The contractor will recommend appropriate modeling standards and approaches that either extend the DoDAF and\/or create new custom or composite view recommendations to the government for implementation. \nThe contractor will advise and support best practices for linking business process information models to data assets, providing a holistic view to conduct impact analyses of decisions that impact the enterprise.\nRecommend data standards as applicable. National Information Exchange Model (NIEM). The contractor will provide advice and assistance with the implementation of NIEM as required throughout the period of performance. Support will be limited to subject matter expertise and guidance to the government in the establishment of best practices for NIEM implementation, which includes support to review of artifacts and make recommendations for continuous improvement.\nData Lifecycle Management Support. The contractor will provide support for the governance and management of data throughout every phase of the DCSA Data Management Lifecycle enabling integration with DCSA Data Strategy Essential Capabilities: Data Governance, Data and Information Architecture, Data Standards, and Data Workforce, Talent and Culture. \nDeliver a data normalization and data quality capability that ensures the government's data is VAULTIS conformant throughout all aspects of the data lifecycle, including interstitial states of the data required for various modernization efforts. \nSupport the ratification of standards into the data management standards portfolio and\/or create new standards as appropriate and align data lifecycle management and architecture activities to adopted or created standards.\nSupport the following activities in accordance with government approved standards, not an all-inclusive list: schema validation; data discovery; data quality validation; data lineage; data change state conditions; data profiling; document and validate compliance, business and data quality rules; develop readiness and risk assessments of data use; design data architectures informed by data asset knowledge (including but not limited to migration, integration, interoperability and sharing of data at various phases of business and technology maturity).\n\n

Qualifications\n\nBA\/BS and 20+ years of experience or a Masters and 16 years of experience in Information Technology, Engineering, Computer Science, Machine Learning, Statistics or related fields\nMinimum of 10 years of the required experience above must be of executive-level experience working for\/closely with the IC, DoD and\/or relevant FSLTT organizations.\n8+ years of specific experience with Collibra Data Governance and Data Quality capabilities\nCurrent Top Secret clearance\/eligibility with SCI eligibility is required.\nDemonstrated success working closely with national governance boards, committees, and working groups to advance information sharing efforts including developing standard common business\/technical vocabulary, collection, and express strategic data requirements, outline high level integrated designs and aligns with enterprise strategy and related business architecture.\nSuperior knowledge of information sharing and policy driven safeguarding with relevant mission partners at all FSLTT levels.\nSuperior oral and written communication skills and ability to express complex and at times controversial ideas, explanations, and concepts in a manner appropriate for the audience.\nSuccessful implementation experience with enterprise solutions to design, model, document, and guide the logical and conceptual relationship of data and complex applications\nProcess oriented background to including needs assessment, analysis of alternatives, requirements management, and full life cycle support of data management.\n\n
