Serco is hiring Appraisers with commercial experience to support the Federal Emergency Management Agency Public Assistance recovery initiatives in Zone 2 across the Midwest. This position will consist of professional and non-professional personnel to provide support to state, tribal, territorial local governments, and some private non-profits. Serco strives to provide support quickly and efficiently to FEMA’s mission by helping those effected by man-made and natural disasters. These positions are deployment based and must be willing and able to deploy anywhere in Zone 2. 

 

This position is contingent upon your ability to obtain/maintain/transfer a DHS Clearance.

This position is contingent upon customer requirements and/or their approval.

 

In this role, you will:

Develop cost estimates for infrastructure projectsEvaluate applicant-provided cost claims for reasonablenessReview information provided and identifying additional information neededResearch, review, and update equipment rates used in reimbursing applicants for the use of applicant
owned equipment while performing eligible workDevelop and validate the Scope of Work (SOW), Cost Estimate for to-be-completed work based on
Site Inspection Reports (SIR) and provided Damage Descriptions and Dimensions (DDD)Enter projects into the Grants Manager (GM) system and ensuring the developed DDD, SOW, and cost
are consistent with each other and adequately supported by source documentationUtilize standard sampling methodology to verify projectsDocument the requirements necessary to complete the project in a Request for Information (RFI) while
working with the PDMG and the Task Force Lead to resolve outstanding requestsPerform peer reviews of projects formulated by other team membersVerify legal descriptions in public recordsInspect new, existing, and damaged property, to include all parts of the structures taking into consideration
condition, design, construction, and land valuePhotograph interior and exterior and all areas of the propertyUse comparable and other means to determine valuePrepare detailed appraisal reports and presenting them to PA and FEMA Qualifications

To be successful in this role, you will have:

A bachelor's degree and 5 years of experience in a related field, OR 10 years of experience in a related field1-2 years of experience in providing appraisal services of large commercial infrastructures1-2 years of experience in providing appraisal services in any of the following types of work:Restoration of Roads, Bridges, Water control Facilities, Buildings, Equipment, Utilities, Debris Removal, Schools, Churches, Parks, and recreation centersThe ability to obtain and maintain FEMA Public TrustA United States CitizenshipThe ability to maintain FEMA specific trainingsStrong Microsoft Office Skills, excellent written and oral communication skillsThe ability to deploy to any location in zone 2 with a 24–48-hour notice after Task Order AwardZone 2 includes Arkansas, Colorado, Illinois, Indiana, Louisiana, Michigan, Minnesota, Montana, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Texas, Utah, Wisconsin, and WyomingThe ability to go on 6–12-month deployments at a minimumComfortability and experience using a Smart PhoneThe ability to work independently, in a team environment and under stressful conditions with tight deadlines

Additional desired experience and skills:

2 years minimum of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experienceKnowledge of the FEMA Public Assistance Program/PolicyTrained in the new Public Assistance delivery model is preferred Active FEMA badge

In compliance with state and local laws regarding pay transparency, the salary range for this role is $62,400.00 to $197,600.00; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
