You will work closely with the Senior Principal Commercial Manager as well as project managers, finance teams, and stakeholders to ensure the success of project. you will collaborate with a diverse team to ensure the smooth running of this vitally important project. With your extensive experience in managing complex heavy civil and/or rail projects, you will be able to demonstrate your expertise and make a significant impact. Your responsibilities will include financial analysis, contract management, risk assessment, and cost control. The SRB is located on the NEC and spans the Susquehanna River. The existing bridge was constructed in the early nineteenth century. The Project will improve rail service, bring the bridge to a state of good repair, improve worker safety, enhance visual aesthetics, and improving marine conditions for residents using the Susquehanna River. This work will improve travel times for intercity rail passengers, enhance worker safety and restore the aesthetics of bridge infrastructure.  This project is an important part of the NEC strategic capital delivery program.    ESSENTIAL FUNCTIONS: • Reports to Senior Commercial Manager and contributes to oversight of commercial interactions with all contractors, subcontractors, and consultants, working closely with the Project Director, including payments, back-charges, liquidated damages and review and interpretation of contract clauses.   •  Manages the day-to-day and long-term commercial matters for the Project, often with staff coming from multiple partners, contractors, subcontractors and subconsultants.   •  Financial Analysis: Conduct financial analysis and forecasting for the project, including budgeting, cost estimation, and revenue projections. Identify potential risks and opportunities to ensure financial objectives are met. Provide recommendations for optimizing project cost management.    •  Oversees project change and claim reporting and provides reporting to Project Director, Senior leadership, and funding partners.   •  Oversees change and claim preparation, management, and resolution for the project, working closely with the project team, functional leads, and corporate legal representatives.   •  Cost Control: Develop and implement strategies to monitor and control project costs. Regularly review project expenditures, track budget allocation,and identify areas where cost savings can be achieved without compromising quality or deadlines. Provide guidance to project managers and project team on cost management techniques.   •  Risk Assessment: Identify and assess potential risks associated with projects, such as market fluctuations, regulatory changes, or resource constraints. Work with project teams to develop risk mitigation strategies and contingency plans. Monitor and manage risks throughout the project lifecycle.   •  Stakeholder Management: Build and maintain strong relationships with key stakeholders, including clients, suppliers, and internal teams. Act as a point of contact for commercial-related inquiries, ensuring timely and effective communication. Address concerns, resolve issues, and foster positive working relationships.   •  Reporting and Analysis: Prepare regular reports and presentations on project financial performance, commercial metrics, and key indicators for senior management. Analyze data to identify trends, insights, and areas for improvement. Provide recommendations to optimize project outcomes.   •  Team Collaboration: Collaborate closely with project managers, finance teams, and other departments to ensure alignment of commercial objectives with project goals. Provide guidance and support to project team regarding commercial aspects, contract compliance, and financial management.   •  Experience working with multiple project disciplines such as Project Management, Engineering, Construction Management, Project Controls, Quality, Health-Safety & Environmental, Communications, etc. to meet deliverables.    •  Adhere and support Amtrak’s Core and Leadership Capabilities   •  Adhere and support Amtrak’s Health, Safety & Environmental policies   MINIMUM QUALIFICATIONS: • Bachelor’s degree in engineering or related field Civil, Structure, Construction or Project Management, Business Administration, Transportation, or a related field.   • Must have a minimum of seven (5) years of related experience.   • Strong project and program management skills; Strong focus on collaboration, team building, and customer service   • Bachelor's degree in business administration, finance, or a related field. Additional certifications in project management or commercial management are a plus.   • Proven experience in a commercial management or estimating role within a project-based environment.   • Strong financial acumen and analytical skills.   • Excellent negotiation, communication, and interpersonal skills.   • Solid understanding of contract management, legal principles, and project finance.   • Proficiency in using relevant software and tools for financial analysis and reporting.   • Bachelor’s degree in engineering or related field Civil, Structure, Construction or Project Management, Business Administration, Transportation, or a related field.   • Must have a minimum of seven (5) years of related experience.   • Strong project and program management skills; Strong focus on collaboration, team building, and customer service   • Bachelor's degree in business administration, finance, or a related field. stand, sit, bend, twist, use file drawers.   • Sit at computer to complete assignments, projects, and majority of tasks.   • Ability to work under pressure.   • Travel requirements: expectation is that this position will be on-site of active construction project (when in construction) 2-3 days per week.    COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills.   PAY TRANSPARENCY: The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
