**Job Purpose:**
Working as a member of the Inquiry Group, the Proposal Manager will orchestrate the development of customer proposals for locomotives, locomotive kits, modernizations and other engineered product offerings. This position will work with various departments, including Outside Sales, Product Management, Engineering and Pricing to manage the submission of professional, timely, and winning proposals. The ideal candidate should possess excellent writing and interpersonal skills, with the ability to transform complex technical information into compelling, value-based propositions for rail customers. They should have experience evaluating formal RFPs and tenders, as well as working knowledge of engineering design & manufacturing processes.

**Key Job Elements:**
**GENERAL RESPONSIBILITIES**
• Lead the proposal development process from initial concept to final submission, ensuring alignment with company strategy;
• Facilitate discussions with Outside Sales and Product Management teams to establish initial bid strategy based on client needs, industry trends, and competitive landscape;
• Build & maintain relationships with internal Subject Matter Experts (SMEs), gathering required inputs for the Gate approval process and final proposal;
• Craft clear, persuasive, and concise proposals that effectively communicate our value proposition to the customer;
• Tailor technical content to suit the audience, ensuring clarity and engagement for both technical and non-technical stakeholders;
• Working with your Proposal Team, develop and maintain a comprehensive library of proposal templates, standard content, and best practices to streamline the proposal process;
• Update internal database with offer data and final dispositions;
• Issue internal work authorization letters;
• Fulfill all responsibilities in accordance with "Our Values in Action, Caterpillar's Code of Conduct";
• Other related responsibilities as assigned by your manager.
**PROPOSAL PROCESS MANAGEMENT**
• Evaluate submission requirements for informal requests, RFPs, and tenders of varying complexity;
• Work with your direct supervisor and executive management to establish project priorities and drive deliverable completion accordingly;
• Manage project deadlines and coordinate required internal and external resources, primarily involving Engineering, Product Management, Operations, Compliance, Legal, Supply Chain, and Finance;
• Maintain and develop organizational tools to assist in proposal progress tracking and visibility;
• Host cross-functional team meetings throughout the development timeline to drive on-time completion and open lines of communication for escalation / troubleshooting;
• Assist Outside Sales and Legal teams with contract review during the RFP and/or negotiation process;
• Manage preliminary Gate process, the primary focus of which will be to identify risks, confirm stakeholder inputs, and establish business case for each opportunity;
• Manage negotiation Gate process, the primary focus of which will be to identify deviations and update risks from preliminary approvals;
• Generate the final proposal document to be sent to the customer. Depending upon complexity of the submission, this will involve varying levels of transformation of inputs received from SMEs;
• Informal requests for New/Repowered Locomotive solutions.
**Qualifications and Experience:**
• Previous experience in a Program / Project / Product Management role;
• Previous experience in OEM manufacturing or engineering design;
• Previous experience in technical proposal development or copywriting;
• Previous experience developing marketing materials for B2B sales.

• Strength – Position typically involves office managerial work as well as oversight in an industrial
environment. Frequently standing, sitting, and walking. Occasional light to medium-level lifting (up to
30 pounds).
• Motion – Position regularly requires standard motions associated with an office environment as well
as standard motions associated with leading and demonstrating in an industrial environment.
• Vision/Hearing Requirements – Constant verbal communications, including both talking and hearing. • Work Environment – Position will occasionally require the use of Personal Protective Equipment.
Summary Pay Range:
$64,272.00 to $119,760.00
Compensation and benefits offered may vary depending on multiple individualized factors, job level, market location, job-related knowledge, skills, individual performance, and experience. Please note that salary is only one component of total compensation at Progress Rail Services.
